Summary

Overview

GovCIO is seeking a Senior Systems Engineer to join our Identity, Credential, and Access Management (ICAM) and Registration Authority (RA) team, supporting a critical cybersecurity program for the U.S. Coast Guard. This position is hybrid, based in Alexandria, VA, with a combination of onsite work and remote flexibility as approved by management.

Responsibilities

The Senior Systems Engineer will provide technical leadership and subject matter expertise in Public Key Infrastructure (PKI) and ICAM operations, ensuring compliance with Coast Guard security policies and federal standards. Responsibilities include:


  • Adhere to policies outlined in the Certificate Practice Statement and enforce Coast Guard procedures.
  • Enforce PKI policy by validating requester identity and access entitlements before authorizing certificate issuance.
  • Process enrollment requests for privileged accounts and server TLS certificates.
  • Respond to certificate-related issues and revoke compromised certificates promptly.
  • Provide support and training for Coast Guard Trusted Agent community on certificate processes and best practices.
  • Collaborate with cybersecurity teams to ensure secure identity and access management across enterprise systems.
  • Assist in risk assessments related to ICAM and PKI implementations.
  • Maintain documentation and ensure compliance with DoD and Coast Guard security frameworks.


Qualifications

Bachelor's with 8+ years (or commensurate experience)

  • Minimum of 8-10 years of experience in systems engineering or cybersecurity roles, with a focus on PKI and ICAM.



Required Skills and Experience


  • Current DoD 8570 IAT Level II certification (e.g., Security+ CE).
  • Experience with Registration Authority (RA) and/or Trusted Agent duties in a DoD environment.
  • Practical knowledge of digital certificates, CSR formats, and trust chains.
  • Understanding of security and compliance frameworks relevant to PKI (e.g., NIST, DoD RMF).
  • Strong analytical and troubleshooting skills for certificate and identity management issues.
  • Excellent communication skills for training and stakeholder engagement.


Clearance Required: Must be clearable up to an active Secret clearance.

Preferred Skills and Experience


  • Bachelor's degree in Information Technology, Computer Science, Cybersecurity, or a related field is preferred
  • U.S. Coast Guard experience highly preferred
  • Advanced PKI or ICAM certifications (e.g., Certified Identity and Access Manager)
  • Familiarity with enterprise identity solutions and risk assessment methodologies
  • Experience with tools such as Microsoft Active Directory Certificate Services, Entrust, or similar PKI platforms.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $100,000.00 - USD $140,000.00 /Yr.
