A. Minimum Qualifications
● Bachelor''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''''s Degree in Computer Science, Information Technology, Engineering, or a related field.
● Ten (10) years of full-stack software engineering across the full SDLC (requirements, architecture, secure coding, testing, and deployment).
● Five (5) years automating cloud infrastructure/platform provisioning (AWS, Azure) using IaC (Terraform, CloudFormation).
● Seven (7) years developing web applications using modern front-end frameworks (React, Angular, Vue.js) and back-end languages (Python, Java, Node.js, .NET).

● Verifiable experience designing and implementing secure RESTful APIs and integrating with relational or NoSQL databases.
B. On-Contract Responsibilities
● Deliver all source code, environment configurations, database schemas, and technical assets required to operate, maintain, and modernize the decision-support application and analytics ecosystem.
● Design and implement interoperability adapters, secure APIs, database schemas, and data pipelines for seamless data flow between legacy systems, the modernized portal, executive dashboards, and enterprise DOW/DON platforms.
● Engineer all code, APIs, and container configurations using loosely-coupled, modular design patterns to prevent vendor lock-in and enable continuous modernization without full refactoring.
● Implement and sustain secure data access mechanisms — APIs, user interfaces for data exploration, and a secure Bulk Data Download capability for authorized users — under the formal data governance framework.
● Build process-automation and workflow utilities (automated summaries, smart routing, anomaly-flagging engines, conversational tools, automated workflows) integrated into the portal.
● Provide sustainment / break-fix / database administration for baseline components, maintaining operational availability with no service or performance degradation during modernization.
