Position Overview

As a Business Analyst, you will bridge the gap between business program areas and technical teams. Your primary mission is to facilitate the migration of complex systems from a legacy environment into a modernized state data center and commercial cloud. This role involves managing intricate system dependencies, documenting business rules, and ensuring migration readiness through rigorous testing and stakeholder collaboration.

Key Responsibilities

• Migration Readiness & Facilitation: Serve as a liaison between program staff, developers, and vendors. Lead meetings to collect configuration artifacts and prepare migration deliverables.
• Testing & User Readiness: Lead the development and execution of comprehensive test plans. Provide training to end-users before and after implementation to ensure a smooth transition.
• Process Engineering: Analyze existing system processes to identify efficiencies and cost savings. Serve as a Subject Matter Expert (SME) for highly technical content and system functionality.
• Enhancement Support: Review migration-related tickets for technical accuracy and assist product owners in assessing system enhancement requests.
• Documentation: Capture and maintain detailed documentation throughout the System Development Life Cycle (SDLC).

Required Skills & Experience

• Government IT Experience: Minimum of 5 years of experience working on Government IT projects as a Business Analyst or in a related capacity.
• Requirements Management: 5 years of experience in eliciting, analyzing, and documenting complex business rules and processes.
• SDLC Mastery: At least 1 year of hands-on experience with the full System Development Life Cycle.
• Data Skills: At least 1 year of experience working with SQL databases.
• Education: Bachelor's degree in Computer Science or a related field (relevant experience may substitute on a year-for-year basis).

Preferred Qualifications

• Certifications: IIBA certifications (CBAP or CCBA) or PMI-PBA (Professional in Business Analysis).
• Tools: Hands-on experience using JIRA for task tracking and Microsoft Office products for documentation.
• Technical Acumen: Ability to understand and document highly technical system dependencies and cloud migration paths.
