Role Summary
The Pricer develops cost and price volumes for proposals across services (professional, IT, logistics, O&M, healthcare, training). This role balances compliance with competitiveness, aligning labor categories, indirect rates, escalation factors, and subcontractor inputs into defensible, compelling cost narratives.
Responsibilities
- Build fully burdened labor rate models and basis-of-estimate (BOE) justifications aligned to solicitation requirements.
- Conduct market research (GSA CALC, SCA Directory, Bureau of Labor Statistics, historical awards) to benchmark labor categories.
- Work with capture/proposal managers to align technical and management solutions with realistic, cost-competitive pricing.
- Prepare compliant Cost/Price Volumes (CLIN/SLIN breakdowns, narrative, supporting spreadsheets).
- Model scenarios for Firm-Fixed Price, T&M/LH, and Cost-Plus contracts.
- Support subcontractor cost data collection, rate negotiations, and integration into prime pricing models.
- Ensure pricing compliance with FAR Part 15, CAS (if applicable), and agency-specific requirements.
- Provide input on profitability, risk mitigation, and price-to-win analysis.
- Maintain library of indirect rate templates, pricing assumptions, escalation indices, and subcontractor agreements.
Qualifications
- 5-7+ years of experience in GovCon pricing (federal proposals, multiple contract types).
- Strong Excel modeling skills, including pivot tables, formulas, and linking narratives to numbers.
- Familiarity with DCAA, DCMA, and government audit standards.
- Understanding of cost structures (direct labor, indirect pools, fee/profit, escalation, wrap rates).
- Experience preparing pricing for MAS, OASIS, GWACs, or large IDIQs a plus.
- Excellent attention to detail and ability to meet hard deadlines.
- Strong collaboration and communication skills.
