Randstad Digital is seeking a Subject Matter Expert (SME) Oracle APEX Developer to join an enterprise team supporting critical Department of Justice (DOJ) applications in Washington, DC. In this role, you will lead the full lifecycle development of custom Oracle applications, modernize legacy systems, and automate core business workflows. This is a full-time, 100% onsite position in Washington, DC, with potential for permanent conversion.

responsibilities:

Lead full lifecycle development of custom Oracle Applications using the Oracle APEX toolset (version 21 and above) and IDEs like Quest Toad or Oracle SQL Developer.

Design, manipulate, and enhance web content dynamically using jQuery, Ajax, JavaScript, CSS, and HTML.

Develop, optimize, and maintain Oracle database objects (tables, indexes, triggers, sequences) and complex PL/SQL procedures, packages, and scripts (PowerShell, Unix shell).

Analyze legacy Oracle Forms applications and design effective migration strategies to transform them into scalable Oracle APEX web applications.

Manage, store, and efficiently manipulate unstructured data formats (BLOBs, CLOBs, JSON, XMLType) within the Oracle Database environment.

Build external application APIs, integrate BI Publisher templates/Web Services, and deliver complex workflow-centric enterprise applications.

qualifications:

Bachelor's degree in Computer Science, Software Engineering, or related discipline (or equivalent experience).

12+ years of hands-on experience in Oracle application development and PL/SQL programming.

Extensive experience building enterprise solutions using the Oracle APEX toolset and Oracle IDEs (Quest Toad, SQL Developer).

Deep proficiency with front-end web technologies (JavaScript, jQuery, Ajax, HTML, CSS).

Active U.S. Citizenship with the ability to obtain a Public Trust clearance.

PREFERRED QUALIFICATIONS

Prior experience with Oracle Forms/Reports modernization.

Experience supporting Department of Justice (DOJ) or federal government agency contracts.

Familiarity with Unix/PowerShell scripting and secure network programming in Oracle environments.
