Summary

Role Overview

We are seeking a senior-level Technical Architect to lead the design and implementation of a Fiscal Agent Services module within a Medicaid Enterprise System. This role focuses on enterprise architecture, cloud solutions, system integration, and compliance with federal healthcare standards such as CMS and MITA. The job is based in Richmond, VA and is open to candidates within a 100 miles radius of the location.

Key Responsibilities
Oversee and guide technical implementation of the Fiscal Agent Services module within MES
Ensure alignment with CMS guidelines, MITA maturity goals, and federal modularity standards
Lead architectural reviews and ensure compliance with enterprise architecture policies
Evaluate system integrations across Eligibility, Provider Services, Pharmacy, TPL, and Data Warehousing modules
Provide guidance on APIs, data exchange standards, security models, and cloud strategies
Develop architectural artifacts including diagrams, data flows, and technical roadmaps
Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA, and security policies
Participate in governance processes and review change requests
Provide leadership to cross-functional teams, including developers, analysts, and partners

Required Skills (with Years)
Architectural modeling, data management, and security best practices 10+ years
Communication and stakeholder management 10+ years
Experience working with vendors and system integrators 10+ years
Cloud platforms (Azure, AWS, or equivalent) 10+ years

Preferred Skills
Experience with healthcare or government IT systems (Medicaid/MES) 10+ years
Strong understanding of MITA framework and interoperability standards 10+ years
Technologies: Node.js, Java, Angular, React, Python, REST, JSON, XML, X12, FHIR, HTML5 10+ years
Databases, ETL tools, relational systems, SharePoint, legacy systems 10+ years
Enterprise integration, SOA, APIs, cloud computing, modular architecture 10+ years
Experience with MMIS or MES 8+ years
State government or public sector consulting experience 8+ years

Preferred Certifications
AWS Certified Solutions Architect
Microsoft Azure Architect Certification
Equivalent cloud or enterprise architecture certifications
