Scope of Services:

The client is seeking the services of an Oracle Service-Oriented Architecture (“SOA”) Developer to work on a mix of ongoing support and new projects related to the Department’s Citywide Payments and Receivables Repository. This system is used by the Department’s Citywide Payment Services & Standards (“CPSS”) division to collect payments through multiple channels and for multiple agencies for the City, as follows:

• Payment websites for 28 NYC agencies including DOF for Parking, City Register and Property Taxes, resulting in ******* Billion collected in over 15 million transactions in 2023.
• Client’s in-person business centers in 5 locations, resulting in ******* Million collected in more than 490 thousand transactions in 2023.

The real-time payments are all processed through our Oracle Fusion transaction processing middleware which:

• Accepts, processes and records payment from our own and other systems.
• This software also provides for searches for amounts owed and formatting responses.
• Provides logging, audit, and console functions.
• Processes real-time transactions usually in about 1/5 of a second duration.

Responsibilities:

• Develop new functions and capabilities.
• Oversee enhancements to the existing applications.
• Ensure efficient operations and best practices are followed in all systems.
• Conduct complex production support activities, ranging from investigating payment issues to overseeing production deployments to recovering the system in event of failure.
• Provide direction to team on these technologies.
• Interface with peers in business and technology teams to ensure efficient and correct development.
• Take part in a planned re-platforming of CityPay to a cloud environment by providing advice on the functions of the existing code base and developing new code as needed.

Qualifications:

• At least 5 years of experience working with the Oracle SOA suite and Fusion middleware.
• At least three years of this experience must be in work of similar complexity and scope to the services of this engagement.
