Summary

seeking an SAP IT Time & Payroll Systems Analyst to support and enhance our SAP HCM landscape with a focus on Time Management and US Payroll (PYUS). The candidate will be responsible for the full lifecycle for payroll-impacting changes—from intake and analysis to configuration, testing, and production support—while meeting strict payroll SLAs and adhering to the Port’s IT governance. This role requires hands on experience configuring and supporting SAP Time and Payroll, including multiple time types (some based on a variety of MOUs), complex overtime rules, holiday pay variants, and job role–based special pay).

Job Responsibilities
Operational Support & Enhancements
  • Triage, prioritize, and resolve Payroll processing tickets (break/fix, changes, enhancements) across:
    • Time schemas and evaluation (schemas, PCRs, time evaluation drivers, absence/attendance processing)
    • Payroll schemas, wage types and payments (valuation, processing/classification, cumulations)
    • Garnishments (configuration, rules, orders)
    • US Payroll taxes & reporting (tax updates, tax reporter, quarter/yearend activities)‐end activities)
    • Financial posting from Payroll to FI/CO (posting runs, account assignments, reconciliation)
    • SDCERS: Retirement calculator, plans, pensionable salary, and interface/file updates
    • Deferred compensation plans: 457, Roth, and Defined Contribution—configuration and file updates
    • Any upstream/downstream process that impacts payroll (Time, Benefits, Personnel Admin, Interfaces)
  • Union/MOU Implementation & Support
    • Translate multiple union MOUs into SAP configuration covering overtime (daily/weekly/bi‐weekly, thresholds, pyramiding rules), holiday pay (worked vs. not worked, observed vs. actual, comp time), shift differentials, call‐back/standby/ on‐call, hazard, bilingual, certification, assignment, and other premium pays.
    • Model bargaining unit–specific rules via PCRs, features, processing/evaluation classes, time wage type generation, and counting/day rules; drive correct eligibility based on job role/position, employee subgroup/subarea, work schedule rule, and holiday calendar.
  • Troubleshoot and resolve payroll critical issues quickly, including on cycle/off cycle runs, with root cause analysis and durable fixes.
  • Partner with HR and Payroll Operations to ensure accurate, timely payroll execution and cutoff readiness.
Change Management, Documentation & Testing
  • Document functional design, configuration, and business process updates in alignment with Port Operations and IT protocols and change controls.
  • Author and execute test scripts, coordinate UAT, capture approvals, and manage cutover plans for releases.
  • Maintain versioned documentation (configuration rationale, data mappings, interface specs, troubleshooting playbooks), including union specific test packs per bargaining unit and job category.
Collaboration & Governance
  • Work cross functionally with HR, Payroll, and Benefits stakeholders to estimate, plan, and deliver change requests, including upcoming MOU changes and retro implementations.
  • Engage with external partners (e.g., SDCERS) on interface schedules, file formats, and defect resolution.
Key Responsibilities (Technical Depth)
  • Configure and maintain schemas (PE01), PCRs (PE02), features (PE03) for Time & Payroll, including bargaining unit–specific rules and variants.
  • Administer Time data (e.g., IT2001–IT2007, IT2010/2011) and rules (quotas, premiums, overtime, shift differentials).
  • Manage wage type design: valuation, processing classes, cumulations, permissibility, and MOU driven premium pays.
  • Oversee garnishments and tax configuration; support tax updates and year‐end activities.
  • Manage Payroll posting to FI/CO (posting variants, symbolic accounts, PCP0) and reconciliation with Finance, including MOU specific cost distribution where applicable.
  • Own interfaces and file exchanges (e.g., PU12, custom ABAP, secure file transfers) for SDCERS and 457/Roth/DC providers.
  • Support pensionable salary rules that differ by union/job class and ensure correct inclusion/exclusion of special pays.
  • Perform ABAP log analysis/debugging (in partnership with developers) to expedite issue resolution.
Minimum Qualifications
  • 5+ years hands on experience with SAP ECC HCM focusing specifically on US Payroll (PYUS) and Time Management.
  • Proven experience with schemas, PCRs, features, wage types, garnishments, time evaluation, and payroll posting to FI/CO.
  • Demonstrated experience implementing multiple union MOUs in SAP, including:
    • Complex OT rules (daily/weekly, 7K exemptions where applicable, pyramiding/prevention)
    • Holiday pay rules (worked, not worked, observed/actual, holiday credit/comp time)
    • Job role–based special time & pay categories (shift/premium, call‐back/standby/on‐call, bilingual, hazard, certification, assignment/acting pay)
  • Ability to design eligibility using employee subgroup/subarea, position/job, pay scale, work schedule, and holiday calendar drivers.
  • Strong documentation skills.
  • Excellent communication and cross functional collaboration skills.
Preferred/Desired Qualifications
  • Experience in S/4 HANA HCM US Payroll (PY‐US) and Time Management.
  • Public sector experience (multi union environments, seniority rules, accruals, and pensionable salary definitions).
  • Experience with SDCERS interfaces and retirement calculations.
  • Familiarity with BSI TaxFactory (TUBs) and Tax Reporter (PU19).
  • Experience with interfaces and file integrations (PU12, IDocs, middleware) and secure file transfer operations.
  • Ability to perform basic ABAP debugging for functional analysis.
  • Knowledge of relevant US regulations (e.g., FLSA, FMLA, ACA, and state wage/hour rules).
  • Experience with Time and Payroll functionality in S/4 HANA.
