Position Description: The Senior Systems Analyst (Senior) provides technical and administrative direction for personnel performing software development tasks; this includes the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules.  The Senior Systems Analyst will be expected to support the analysis, design, and implementation of complex technology solutions for a state government agency. The role bridges business stakeholders and technical delivery teams, translating agency program requirements into detailed functional and technical specifications that drive data platform and application modernization on AWS.

The Computer Systems Analyst (Senior) is responsible for performing the following tasks:

●       Coordinating with the Program Manager to ensure problem solutions and user satisfaction;

●       Making recommendations, if needed, for approval of major systems installations;

●       Preparing milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives; and

●       Providing daily supervision and direction to support staff.

Key Responsibilities

●       Elicit, document, and validate business and technical requirements through stakeholder interviews, workshops, and process analysis.

●       Develop detailed functional specifications, use cases, user stories, process flow diagrams, and data flow diagrams.

●       Analyze existing legacy systems, databases, and workflows to identify integration points, gaps, and modernization opportunities.

●       Translate agency program requirements into technical specifications for data engineers, developers, and architects.

●       Perform gap analysis, feasibility assessments, and impact analysis for proposed system changes.

●       Collaborate with QA teams to develop test plans, traceability matrices, and acceptance criteria; support UAT coordination.

●       Support data mapping and migration analysis between legacy and modernized AWS-based platforms.

●       Maintain requirements traceability and change control in collaboration with the project manager.

●       Produce high-quality deliverables: BRDs, FRDs, system design documents, and SOPs to government documentation standards.

●       Act as liaison between program/policy stakeholders and technical teams throughout the project lifecycle.

Education: This position requires a Bachelor’s degree from an accredited college or university with a major in computer science, information systems, engineering, business, or a related scientific or technical discipline; or three (3) years of equivalent experience in a related field. (Note: A Master’s degree is preferred.)

Required Qualifications:

●       7+ years of systems analysis experience with demonstrated work on large-enterprise IT programs.

●       Strong experience with requirements elicitation methodologies and documentation (BRD, FRD, use cases, user stories).

●       Proficiency with process and data flow modeling tools (Visio, Lucidchart, draw.io, or equivalent).

●       Experience analyzing data-intensive systems and supporting data migration or integration projects.

●       Strong understanding of SDLC methodologies (Agile, waterfall, hybrid) in government contexts.

●       Excellent communication skills: ability to engage with both non-technical program staff and senior IT leadership.

●       Experience with requirements management tools (Jira, Confluence, Azure DevOps, or equivalent).

General Experience: The proposed candidate must have at least eight (8) years of computer experience working independently or under general direction on complex application problems involving all phases of systems analysis.

Specialized Experience: The proposed candidate must have at least five (5) years of experience in analysis and design of business applications for complex large-scale or mid-tier computer systems, or LAN-based systems, to include experience in Database Management Systems (DBMS), and use of programming languages. This individual must have knowledge of current storage and retrieval methods and demonstrated ability to formulate specifications for computer programmers to use in coding, testing, and debugging of computer programs.

Specialized knowledge would also include:

●       Familiarity with AWS cloud services and their implications for system design (APIs, data storage, identity/access).

●       Experience with data governance, master data management (MDM), or enterprise data architecture initiatives.

●       Knowledge of government data standards and interoperability frameworks (NIEM, HL7, or sector-specific).

●       Background in business process improvement (BPI) or enterprise architecture (TOGAF, Zachman).

●     Experience with Maryland state agency systems or COTS platforms (Salesforce, ServiceNow, SAP, Tyler Technologies).
