Title/Level: Business Analyst 3

I. DESCRIPTION OF SERVICES

Seeking 2 experienced Business Analyst 3 professionals with expertise in Applications/Software Development to support enterprise-level business analysis, quality assurance, and system improvement initiatives.

Responsibilities:

• Gather, analyze, and document user requirements, business processes, and operational challenges to improve or automate existing systems.
• Elicit and document business needs for new systems and translate requirements into detailed user stories.
• Analyze program policies and procedures to determine impacts on automated systems and functional areas.
• Perform Quality Assurance (QA) activities for user stories, ensuring acceptance criteria and non-functional requirements are satisfied.
• Prepare training materials for internal and external users and assist in conducting system training sessions.
• Identify opportunities for business process automation and assist in preparing proposals for new system development.
• Support the preparation and review of project management deliverables, including:
  • Project charters
  • Project plans
  • Test plans
  • Risk management plans
• Analyze applications, troubleshoot system issues, and recommend appropriate solutions.
• Provide QA consultation for projects, assignments, and special initiatives.
• Develop and review test cases, process change requests, and manage project scope, acceptance, installation, and deployment activities.
• Maintain business relationships with vendors, evaluate technology value, and review invoices for services and technologies.
• Follow all organizational policies and procedures.
• Perform additional duties as assigned.

Preferred Domain Experience:

• Experience in business analysis and quality assurance for licensing systems, particularly within government or regulatory environments.
• Strong understanding of the license lifecycle, including application processing and license management.
• Experience creating detailed user stories, defining acceptance criteria, and performing manual testing.
• Strong stakeholder communication and end-user interaction skills.

• Expected Start Date: 06/01/2026
• Expected End Date: 08/31/2026
• Estimated Hours per Candidate: Up to 592 hours
• Contract may be amended, renewed, or extended upon mutual written agreement.

IV. WORK HOURS AND LOCATION

• Work Schedule: Monday through Friday, 8:00 AM - 5:00 PM
• Work Arrangement: Onsite
• Location: Austin, Texas
• Candidates may occasionally be required to work evenings, weekends, or holidays as needed.
• Any overtime work must be pre-approved.
• Travel and related expenses are the responsibility of the Candidate and/or Vendor unless otherwise pre-approved in writing.
