< class="MsoBodyText" style="text-indent: 0in; margin: 8.05pt 2.7pt .0001pt -.05pt;">The Maryland Department of Health (MDH) is seeking an Organizational Change Manager who will be an integral member of our OCM team within the Office of Enterprise Technology (OET). Together, we support the implementation of critical enterprise systems. The Organizational Change Manager will focus on establishing the readiness of our internal and external stakeholders within a structured process framework, including, but not limited to, changes to business processes, systems, and technologies. Create and deliver strategies and plans to help employees maximize the adoption of new programs by honing methods of effective and sustainable behavior change. Determine and evaluate the change impacts and organizational readiness to limit potential risk. Conduct post-implementation reviews to assess the decisions and performance related to the change request.< class="MsoBodyText" style="text-indent: 0in; margin: .05pt 0in .0001pt 0in;">Education: This position requires a Bachelor’s degree in Business, Communications, Organizational Development, or a related field. Candidates who possess a Certified Change Management Professional (CCMP) are desirable. Prosci or Kotter Change certification is a plus.< class="MsoBodyText" style="margin-left: -.05pt; text-indent: 0in;">The Organizational Change Manager maintains a broad understanding of project activities assigned to them and processes to apply a structured organizational change management (OCM) approach and methodology for the impact on personnel. Candidates should have a record of proven Change Leader who has results-driven experience in leading large, complex change initiatives. They should have credible expertise in applying and implementing OCM disciplines (e.g., change strategy, sponsor and change advocate development, strategic communications, learning and development, resistance management, change sustainability) within a regulatory environment.< class="MsoBodyText" style="text-indent: 0in; margin: .05pt 0in .0001pt 0in;">Position Description: His/her responsibilities shall include overall project governance, communications with executives, planning, budgeting, execution, monitoring, control, quality assurance, and implementing course corrections as needed. The Organizational Change Manager is responsible for performing the following:< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Managing day-to-day project activities related to change management and adoption;< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 38.45pt .0001pt .5in;">      Identifying issues and risks and recommending possible issue and risk mitigation strategies in conjunction with the program manager, specifically related to change management and adoption;< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in 38.95pt; margin: 0in 5.65pt .0001pt .5in;">      Facilitating State agency and Contractor discussions/meetings; Facilitating focus groups to discuss bottlenecks hindering adoption, and establishing a mitigation plan< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 2.95pt .0001pt .5in;">      Documenting and delivering project management-related artifacts. Deliver recommended actions to improve and optimize adoption using Data Analytics and Best Practices< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Conduct a survey assessment to identify potential risk< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Develop a tailored strategy, training, and communication plan< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 44.0pt .0001pt .5in;">      Develop a set of actionable and targeted change management plans – including communication plan, sponsor roadmap, coaching plan, training plan, stakeholder analysis, and resistance management plan
< style="margin-top: 6.8pt;">Additional Responsibilities include, but are not limited to:< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in .05in .0001pt .5in;">      Provide transitional support by focusing on change stabilization and optimizing results to ensure long-term success< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Utilize interactive dashboards and reports to visualize and trend adoption metrics< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Measure the success of change and provide lessons learned< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 37.75pt .0001pt .5in;">      Identify potential personnel risks and anticipated points of resistance, and develop specific plans to mitigate or address the concerns< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 11.6pt .0001pt .5in;">      Understand the client''s organization and change management issues, explain the factors involved, and shape organizational solutions to deliver value to the client< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 32.75pt .0001pt .5in;">      Conduct organizational change readiness assessments, evaluate results, and present findings in a logical and easy-to-understand manner< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Be an active and visible coach to executive leaders who are change sponsors< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 5.25pt .0001pt .5in;">      Create and manage measurement systems to track and report on the adoption, utilization, and proficiency of individual changes< class="MsoListParagraph" style="mso-list: l0 level2 lfo1; tab-stops: .5in; margin: 0in 4.75pt .0001pt .5in;">      Identify resistance and performance gaps, and work to develop and implement corrective actions< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Help re-align the organization, its people, and their actions with critical businesses< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Develop surveys, newsletters, and other communication materials as needed< class="MsoListParagraph" style="text-indent: -17.95pt; mso-list: l0 level2 lfo1; tab-stops: 35.95pt;">      Facilitate project meetings, assign and manage tasks for change activities< class="MsoBodyText" style="text-indent: 0in; margin: 13.8pt 0in .0001pt 0in;">General Experience: The proposed candidate must have at least ten (10) years of experience in project management.< class="MsoBodyText" style="text-indent: 0in; margin: 13.8pt .45pt .0001pt 0in;">Specialized Experience: The proposed candidate must demonstrate at least eight (8) years of experience managing complex IT development projects comparable to those described in the Statement of Work, with preferred experience in implementing an electronic health record system. This individual must also have experience in a leadership role for at least three (3) successful projects with an organizational change management component that involve working with stakeholder groups across the organization. The candidate must possess at least five (5) years of experience using PMI''s Project Management Body of Knowledge (PMBoK) methodologies and artifacts.<>Preferred Experience:
  •  Previous experience with large-scale, technology-related change
  • Previous experience working with Electronic Health Record implementations is desired
  • Previous experience working with State Government IT development projects is a plus
