ICF seeks an on-call Senior Research Methodologist to support technical leadership within the Child and Family Well-Being (CFWB) Line of Business. This role contributes to education research, evaluation, and business development efforts related to PreK-20 education and other social programs, serving federal, state, and nonprofit clients.
As a Senior Research Methodologist, you will work with agencies such as the U.S. Department of Education and state and local human services organizations to design and deliver high-quality research, evaluation, and technical assistance products.
Key Responsibilities - Develop rigorous study designs-including experimental and quasi-experimental approaches-as well as sampling, analytic, and implementation plans for research, evaluation, technical assistance, and monitoring projects.
- Advise on and implement design and analysis plans; interpret quantitative and qualitative findings; and communicate results to varied audiences.
- Clearly communicate methodological concepts to clients and project team members, both verbally and in writing.
- Serve as lead author for technical reports, publications, and proposals.
- Conduct comprehensive quality reviews of work products prior to client submission.
- Maintain effective communication with clients and serve as a recognized expert in project content and methodology.
- Mentor research, evaluation, and analytic staff at multiple career stages.
- Strengthen ICF's capacity by expanding your own technical expertise and contributing to skill-building among colleagues.
- Collaborate with varied team members on proposals and project delivery.
Basic Qualifications - Doctorate in Education, Sociology, Psychology, Public Policy, or related field
- 10+ post-graduate years of applied study design and analysis experience required
- Proficiency with one or more of the following software: R, Python, SPSS, SAS, Stata
Preferred Skills/Experience - Expertise in complex research and evaluation designs (e.g., randomized controlled trials, quasi-experimental methods including propensity score matching/weighting, and regression discontinuity designs) and the application of appropriate methodologies.
- Handson experience conducting advanced quantitative analyses (e.g., growth modeling; ANOVA and regression; power analyses; psychometric analyses) and working with large datasets.
- Familiarity with a range of data structures, including nested and other hierarchical data formats.
- Understanding of evidence-based standards such as What Works Clearinghouse criteria
- Strong content knowledge of PreK-20 education policies and programs in the United States.
- Experience collaborating with varied stakeholder groups in roles such as participant, content advisor, and technical assistance provider.
- Demonstrated ability to engage clients in consultative collaboration-identifying needs, delivering tailored services, and incorporating feedback into project deliverables.
- Prior experience working in state or federal consulting environments.
- Demonstrated interest and experience in business development activities, including capture, proposal writing, and related efforts.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$108,476.00 - $184,409.00
