Hybrid role, with a few days per week on site in Tacoma, WA. So resource MUST be local (within a 1 - 2-hour drive)
Role Overview
The New Service Engineer performs professional‑level engineering duties in support of new electrical service projects for the client This customer‑facing role evaluates electrical load requests, prepares designs and cost estimates, coordinates with field crews and customers, and ensures all work aligns with safety, compliance, and regulatory standards.
The New Service Engineer will perform professional level engineering duties in New Services Engineering in the evaluation, preparation, implementation, coordination, and analysis of engineering projects, studies, systems, and functions. Assignments require a high level of technical expertise within the field of electrical engineering and project management. This customer-facing role will work with customers to understand their needs, design and cost estimate what is needed from Tacoma Power to provide power to the customer and facilitate implementation of the work. This role ensures safe, compliant, and efficient execution of projects across field operations, engineering, and supporting technology teams while aligning with customer needs and regulatory requirements.
Key Responsibilities
• Analyze new and existing electrical load requests and determine infrastructure requirements
• Prepare initial designs, cost estimates, and Letters of Agreement
• Develop design drawings and work orders in alignment with client standards
• Coordinate closely with drafting, field crews, inspectors, and customers
• Support permitting, easements, and right‑of‑way needs
• Ensure all work complies with WAC, NESC, NEC, and utility policies
• Provide customer‑facing guidance throughout project lifecycle
• Communicate service impacts, including outages and construction timelines
Required Skills & Qualifications
• Knowledge of T&D electrical systems, construction, and field operations
• Strong safety mindset and risk mitigation focus
• Excellent communication with technical and non‑technical stakeholders
• Experience in project management, construction management, or utility operations
• Familiarity with WAC, NESC, NEC, permitting, and right‑of‑way processes
• Experience with ERP systems (e.g., SAP) and project management tools
• PMP preferred
• Background in electrical engineering or related discipline

Experience & Qualifications
- Experience and/or knowledge in project management, construction management, or utility operations
- Experience and/or knowledge with T&D electrical systems (overhead, underground, substations, or distribution networks)
- Familiarity with utility standards, permitting, Washington Administrative Code (WAC), National Electrical Safety Code (NESC), National Electrical Code (NEC), and right-of-way processes
- Experience with ERP systems (e.g., SAP) and project management tools
- PMP or equivalent certification preferred
- Background in electrical engineering, construction management, or related
Key Responsibilities
Project Planning & Execution
- Analyze new or existing electrical load requests for industrial, commercial, and residential customers to determine if additional electrical infrastructure is required. The client will send contractor packets containing power requests which may include:
- Temporary power
- Overhead services
- Underground services
- SSB installations
- Underground power installations
- Overhead transformer upgrades
- Develop and communicate an initial design, cost estimate and Letter of Agreement using the customer service policy, The client construction standards, and other policies as a guide to ensure compliance to all established laws and codes, Washington Administrative Code (WAC), National Electrical Safety Code (NESC), and National Electrical Code (NEC) requirements.
- Develop design drawings and Work Order after payment is received for the installation of utility infrastructure and coordinate design with the drafting department and field personnel for residential plats and commercial and industrial projects to ensure the layout and placement of electrical facilities are in compliance with all applicable codes, construction standards, and secure easement corridors for placement of Clientr’s electrical infrastructure. This includes electrical design, high voltage equipment components, and materials for primary and secondary conductors to the point of delivery.
- Develop all working documents for New Electrical Service Construction including work order packets for line crews, and design drawings using computer programs.
- Interpret engineering drawings, tables, and specifications.
Field & Operations Coordination
- Consults with customers, contractors, developers, builders, and other governing agencies during all phases of the construction process from project inception to project completion.
- Partner with line crews, construction supervisors, meter crews, and field inspectors to execute work safely and efficiently
- Potentially conduct site visits and ensure field conditions align with design assumptions
Safety & Compliance
- Ensure all work adheres to safety standards, including OSHA and utility safety practices
- Support compliance with applicable regulatory standards (e.g., NESC, NERC where applicable, environmental and permitting requirements)
- Coordinate required permits, easements, and right-of-way access
Stakeholder Management
- Respond to customer needs as a first point of contact for all customers seeking information for installation of new, and alterations to existing, electrical services.
- Serve as liaison between Engineering, Operations, Planning, Customer Service, and external customers
- Coordinate with municipalities, contractors, and property owners
- Communicate project impacts, including outages and service interruptions
