About the role
Innosoft Corporation is hiring a Marketplace Program & Technical Strategist to support a national health insurance Marketplace program at a federal health agency. You will help design, scale, and manage complex, cross-organizational programs by combining program management, fraud subject matter expertise, Marketplace data analytics, and hands-on technical problem solving.

Location and schedule
Full time. Remote within the continental United States.
What you will do
Program leadership and strategy
- Support the program lead in the design, scaling, and ongoing management of complex, cross-organizational Marketplace programs aligned with executive priorities.
- Drive resilience, modernization, and continuous-improvement initiatives across Marketplace systems.
- Guide application development and cross-capability teams toward sustainable outcomes.
- Help shape program roadmaps and delivery structures that integrate technical, fraud, and policy considerations.
Fraud subject matter expertise
- Serve as a trusted fraud SME, informing Marketplace fraud operations, enrollment-integrity strategies, and decision-making.
- Advise leadership on fraud mitigation approaches, system impacts, and technical delivery considerations.
- Present fraud-related program updates in executive forums with clarity and alignment across stakeholders.
Technical problem solving and AWS
- Diagnose and resolve Marketplace technical issues using strong knowledge of AWS services, cloud-native architecture, resilience patterns, monitoring pipelines, and deployment processes.
- Partner with engineering teams to turn program requirements into actionable solution designs and architectural improvements.
Agile program management
- Manage multi-team backlogs, dependencies, sprint execution, and delivery cadence across Marketplace programs.
- Facilitate roadmap alignment, enable iterative delivery, and embed continuous-discovery practices.
Change management and stakeholder engagement
- Lead change management so that new processes, technologies, and policies are understood, adopted, and sustained.
- Coordinate communication across Marketplace leadership, fraud teams, technical delivery teams, and policy partners.
- Translate complex technical and programmatic information into concise, actionable guidance for executives and non-technical stakeholders.
Executive reporting and decision support
- Develop and deliver executive-ready dashboards, risk summaries, fraud insights, readiness assessments, and solution recommendations.
- Support executive decisions through structured analysis, data-driven insights, and clear evaluation of risks, impacts, and mitigation options.
Policy and regulatory awareness (a plus)
- Apply working knowledge of Marketplace policy, regulatory requirements, and compliance frameworks so program strategies stay aligned with agency expectations, and partner with policy teams to build regulatory changes into program and technical planning.
Eligibility
- U.S. person, able to obtain and maintain a federal Public Trust suitability determination.

Requirements
What you need
- 5+ years of relevant experience in program management, technical strategy, or management analysis
- Experience with health insurance Marketplace systems (Federally Facilitated Marketplace, ACA exchange, or a comparable enrollment platform)
- Working knowledge of AWS services and cloud-native architecture, including resilience patterns, monitoring pipelines, and deployment processes
- Agile program management experience: multi-team backlogs, dependencies, sprint execution, roadmaps, and delivery cadence
- Fraud or enrollment-integrity subject matter expertise, with the ability to advise senior leadership
- Risk analysis and dependency management, including upstream and downstream impacts across a Marketplace ecosystem
- Executive-level communication, including dashboards, risk summaries, readiness assessments, and recommendations
- Change management and stakeholder engagement experience
Minimum education
Bachelor's degree in business, information systems, computer science, public health, or a related field, or equivalent professional experience.
Preferred qualifications
- Recent CMS or Federally Facilitated Marketplace experience (strongly preferred)
- Working knowledge of Marketplace policy, regulatory requirements, and compliance frameworks
- Marketplace data analytics experience
- Experience in a federal contract delivery environment
Certifications
Preferred: PMP, PMI-ACP, Certified ScrumMaster, SAFe, or an AWS certification (Cloud Practitioner, Solutions Architect Associate, or higher).

Compensation
The salary range for this position is $170,000 to $175,000 annually. Actual compensation is determined by experience, qualifications, skills, location and internal equity. This range reflects the anticipated base salary and does not include bonus, benefits or other compensation.
Corp-to-corp (C2C) engagements are also considered at $90 per hour. Employee benefits apply to W2 employees only.
