Utah Transit AuthorityDescription As the Rail Vehicle Procurement and Overhaul Manager, you will:- Lead the planning, specification, acquisition, manufacturing oversight, delivery, and commissioning of new rail rolling stock, as well as manage capital-funded vehicle modification and overhaul programs.
- Manage and develop direct reports, including the Rail Overhaul Project Managers, and provide direction to outside consultants, vehicle manufacturers, and contractors to ensure high-quality performance in construction, testing, integration, and revenue service readiness.
- Develop and administer project and procurement budgets; monitor progress against established goals and ensure accountability across all project phases.
- Collaborate with other UTA departments to align procurement activities with operational, financial, and safety objectives, while ensuring compliance with federal, state, and local regulations, including FRA, FTA, APTA, and UDOT requirements.
- Oversee the preparation and maintenance of key agency and federally required documentation, including Rail Procurement Plans, NTD reports, APTA surveys, and UTA's long-range vehicle Transit Development Plan.
- Provide strategic leadership to ensure that UTA's rail fleet meets current and future service needs, maintains reliability, and supports sustainable system growth.
MINIMUM QUALIFICATIONSEDUCATION/TRAINING: - Bachelor's degree in electrical, mechanical, or other applicable 4-year engineering related field.
EXPERIENCE: - Ten years of progressively more responsible experience in the design and preparation of specifications for rolling stock vehicles, the inspection of the manufacture of vehicles, supervision of the maintenance and repair of vehicles, testing and commissioning of vehicles, and/or the procurement of such vehicles. Five years' experience leading or coordinating a project team.
KNOWLEDGE/SKILLS/ABILITIES- Knowledge of rail rolling stock systems (Light Rail and Commuter Rail Modes), including electronic, electrical, and mechanical systems theory and design for rolling stock equipment and railway systems.
- Knowledge of industry procedures, practices, trends, standards, regulations, and recommended practices.
- Knowledge of engineering, operation, and maintenance policies, procurement policies and procedures, document control systems, and configuration management.
- Knowledge of high-tech test and measurement equipment, computer diagnostic interface equipment for rolling stock systems, and office automation equipment such as fax machines, computers, scanners, digital cameras, and copiers.
- Highly organized, motivated, and detail-oriented.
- Strong interpersonal, communication, technical writing, and creative problem-solving skills.
- Computer literate with proficiency in Microsoft Word, Excel, Project, and PowerPoint.
- Ability to work closely, productively, and effectively with a team to accomplish tasks in a fast-paced environment.
- Ability to work independently or with minimal direction.
