Duties

Help

You will serve as an Supervisory IT Cybersecurity Specialist (PLCYPLN-INFOSEC) and be responsible for managing information technology projects.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Providing enterprise infrastructure architecture consulting, design review, and technical governance for Coast Guard C5I in-service assets and mission platforms aligned to DOD cybersecurity, DHS policy, and RMF controls.
  • Coordinating technical interfaces across C5ISC service lines for major upgrades, cutter availabilities, shore installations, and modernization efforts ensuring interoperability with DODIN and DHS enterprise environments.
  • Developing and defending annual and multi-year sustainment and modernization budgets within PPBE, quantifying resource requirements for mission systems and acquisition integration.
  • Leading and managing a federal and contractor technical workforce supporting Coast Guard enterprise infrastructure, including work planning, performance management, and training alignment.
  • Assessing infrastructure service delivery performance, eliminate bottlenecks, and implement improvements aligned to DOD Zero Trust and federal IT governance standards.

Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position.

A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-II) or management determined equivalent within two years of entry into the position.

B. Information Assurance Management Level III (IAM-III) or management determined equivalent within two years of entry into the position.

Qualifications

To qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

Specialized experience must include the following:

  • Leading enterprise IT infrastructure architecture within a Department of Defense (DOD) environment, including conducting technical design reviews and ensuring compliance with DOD cybersecurity policy, RMF (Remote Management Facility), FISMA (Federal Information Security Modernization Act of 2014), and DISA (Defense Information Systems Agency) STIG (Security Technical Information Guide) requirements.
  • Coordinating complex technical interfaces across multiple DOD service lines, program offices, or operational units for major system upgrades, installations, or modernization initiatives within the DODIN (Department of Defense Information Network).
  • Developing, defending, or managing annual and multi-year IT sustainment or modernization budgets within the DOD Planning, Programming, Budgeting, and Execution (PPBE) framework.
  • Supervising or leading military and civilian supporting enterprise IT infrastructure within a DOD organization, including assigning work, evaluating performance, and aligning execution to DOD strategic objectives.
  • Assessing enterprise IT service delivery performance within a DOD environment, identifying gaps affecting mission readiness or cybersecurity posture, and implementing improvements consistent with DOD Zero Trust strategy and DODIN operational requirements.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

NOTE: Education cannot be substituted for experience at this grade level.
