Location: Primarily Remote (Candidates must reside within commuting distance of Topeka, KS for occasional onsite meetings)
Employment Type: Contract to Hire.

 

Position Overview

IRG Client is seeking a highly analytical and detail-oriented IT Portfolio Analyst to support enterprise IT portfolio planning, governance, and optimization initiatives within a large public-sector IT environment. This role is responsible for ensuring IT investments align with organizational strategic objectives by providing portfolio analysis, governance support, executive reporting, and data-driven insights.

The ideal candidate will work closely with portfolio leadership, project managers, business analysts, finance teams, and IT leadership to monitor portfolio performance, optimize resource utilization, improve governance processes, and deliver meaningful portfolio reporting that enables executive decision-making.

Key Responsibilities

IT Portfolio Management

  • Support enterprise IT project portfolio planning, governance, and strategic alignment.
  • Evaluate project proposals for strategic alignment, resource impact, business value, and return on investment.
  • Perform portfolio analysis to maximize value while balancing organizational priorities and risks.
  • Facilitate project intake, portfolio planning, prioritization, and governance activities.
  • Track project lifecycle milestones and ensure compliance with portfolio governance processes.
  • Monitor overall portfolio health, including schedules, budgets, risks, and resource utilization.

Portfolio Analytics & Reporting

  • Develop, maintain, and enhance portfolio dashboards, KPIs, scorecards, and executive reports.
  • Analyze portfolio performance using financial, operational, and project delivery metrics.
  • Prepare executive-level presentations, reports, and visualizations.
  • Produce detailed operational reports for IT managers and project leadership.
  • Translate complex portfolio data into meaningful business insights for senior leadership.

Resource & Financial Analysis

  • Perform resource capacity planning and utilization analysis across multiple concurrent projects.
  • Conduct cost-benefit analysis and scenario planning to support investment decisions.
  • Assist with budget tracking, variance analysis, ROI, NPV, and financial forecasting.
  • Identify project interdependencies, bottlenecks, scheduling conflicts, and resource constraints.

Portfolio Governance

  • Support portfolio governance meetings by preparing materials, documenting decisions, and tracking action items.
  • Maintain governance documentation, standards, templates, and reporting consistency.
  • Ensure project information remains accurate across portfolio management systems.
  • Maintain portfolio databases and ensure data integrity for project financials, schedules, and resource assignments.

Process Improvement

  • Recommend improvements to portfolio governance processes, reporting standards, and operational workflows.
  • Assist in maturing Project Portfolio Management (PPM) methodologies, metrics, and best practices.
  • Develop standardized templates for project charters, scorecards, dashboards, and status reporting.
  • Promote transparency, operational efficiency, and portfolio value realization.

Stakeholder Collaboration

  • Collaborate with executives, project managers, business analysts, finance teams, and technical leadership.
  • Communicate portfolio priorities, project status, governance updates, and strategic recommendations.
  • Support cross-functional coordination to resolve issues, manage dependencies, and improve project outcomes.

 

Required Qualifications

  • Bachelor's degree in Information Technology, Business Administration, Project Management, Finance, or a related discipline (or equivalent experience).
  • Experience supporting enterprise IT Project Portfolio Management (PPM) or PMO operations.
  • Strong analytical and problem-solving abilities with exceptional attention to detail.
  • Experience developing executive dashboards, portfolio metrics, and performance reporting.
  • Ability to manage multiple priorities in a fast-paced enterprise environment.
  • Excellent written, verbal, and presentation communication skills.
  • Strong organizational, documentation, and stakeholder management abilities
