Position Details

- Location: 1450 Western Ave, Albany, NY 12203
- Telecommute Option: Yes, up to 50% (based on NYS pay periods)
- Engagement Duration: 30 Months
- Target Start Date: October 28, 2026
- Work Schedule: Full-Time (40 hours/week); 8.5-hour workdays between 7:30 AM and 6:00 PM (includes a 30-minute unpaid lunch)
- Interview Format: Webcasting with camera required
Project Overview
The Project Manager will lead project management efforts for OASAS Secure Software Development Lifecycle (SSDLC) projects (such as IDS, IDC), mission-critical IT software initiatives, infrastructure upgrades, and related agency technology efforts.
Day-to-Day Responsibilities
- Act as facilitator and primary project manager for projects supporting OASAS business efforts.
- Apply project management methodologies and documentation standards to plan, manage, and facilitate technical and project progress meetings, including software development demonstrations.
- Draft agendas and distribute meeting minutes for all project management meetings.
- Utilize project management tools (Microsoft Project, Visio, Word, Excel) to delegate staff assignments, track status, and establish time estimates.
- Provide regular status reports outlining project metrics, progress updates, and active mitigation strategies for identified risks.
- Partner and coordinate with cross-functional project teams, including Technical Leads, Developers, and Business Analysts.
- Work with Technical Leads to coordinate test planning and overall testing execution.
- Adhere strictly to NYS Project Management directives, processes, and governance guidelines.
- Leverage ServiceNow (NYS ITSM) to record project health, log progress, and coordinate service requests across ITS owners.
Mandatory & Requested Qualifications
- General Project Management: Minimum 84 months of experience managing project execution and control, including project budgets, MS Project schedules, scope, requirements, status reporting, communication plans, and quality standards.
- Secure SDLC Leadership: Minimum 84 months of experience as a Lead Project Manager using Secure SDLC methodologies across Planning, Analysis, Design & Development, Testing, Implementation, and Release to Production.
- Infrastructure Project Management: Minimum 60 months of experience managing network connectivity-dependent infrastructure projects (e.g., building management systems, medication distribution systems, temperature monitoring systems, VOIP, wireless).
- Contract Scope & Technical Support: Minimum 48 months of experience evaluating IT contract scopes of work to support version upgrades, installations, configurations, custom development, troubleshooting, and testing.
- COTS Implementations: Minimum 48 months of experience managing application development projects involving Commercial Off-The-Shelf (COTS) products.
- Multi-Platform Management: Minimum 60 months of experience concurrently managing multiple projects across varied platforms (infrastructure, application development, platform migrations).
- Technical Architecture Understanding: Minimum 60 months of experience managing technical projects requiring knowledge of server and database setup across Dev, QA, and Production environments.
- ServiceNow PM Tools: Minimum 48 months of experience utilizing ServiceNow Project Management software to maintain project records, cost plans, schedules, change requests, and milestones.
- Executive Stakeholder Engagement: Minimum 48 months of project management experience engaging with senior stakeholders at the state government director level or higher.
- Multi-Agency Projects: Minimum 48 months of experience managing projects spanning across more than one state agency.
- Certification: Active Project Management Professional (PMP) Certification from the Project Management Institute (PMI).

- Project Management & ITSM: Microsoft Project, Visio, Excel, Word, ServiceNow (NYS ITSM)
- Software Languages & Solutions: Java, ColdFusion, MS Access, Salesforce
- Hardware & Network Infrastructure: IBM, Dell, and Cisco equipment
Additional Requirements
- Security Clearances: Mandatory ITS Security Agreements and Fingerprint-based Background Check prior to start.
- Mandatory Trainings: Annual NYS/OER and agency compliance trainings (Internal Controls, Workplace Violence Prevention, Sexual Harassment Prevention, Information Security, HIPAA, 42 CFR Part 2).
- Knowledge Transfer: Written knowledge transfer plan required in coordination with the State team lead prior to project exit.
