Location: Houston, TX Onsite

Type of Employment: 12+ Months Contract

Role Description:

• We are seeking a highly experienced Oracle Utilities CC&B Functional Consultant with 15 20 years of overall experience and multiple end-to-end utility transformation and billing implementations. The candidate will act as a trusted advisor to senior business stakeholders and drive business process transformation, requirements discovery, solution design, and implementation governance for large-scale Oracle Utilities programs.
• The role requires extensive experience working with utility business leadership, product owners, customer operations teams, billing teams, metering organizations, and IT leadership to deliver business-aligned Oracle Utilities CC&B solutions.

Must-Have Skills

• 15 20 years of IT and Utility Industry experience.
• Minimum 8+ years of hands-on Oracle Utilities CC&B / CCNB functional consulting experience.
• Multiple full lifecycle Oracle Utilities CC&B implementations.
• Strong expertise in:
• Customer Management
• Account & Person Management
• Premise & Service Point Management
• Meter-to-Cash Processes
• Billing & Rate Management
• Payments & Collection
• Move-In / Move-Out
• Credit & Collection
• Customer Service Operations
• Strong utility domain knowledge in:
• Electric Utilities
• Gas Utilities
• Water Utilities
• Proven experience leading requirements workshops with senior business stakeholders.
• Strong experience in business process redesign and fit-gap analysis.
• Experience preparing business requirements, functional specifications, and solution design documentation.
• Experience supporting SIT, UAT, Cutover, Go-Live, and Hypercare phases.

Key Responsibilities

Business Consulting & Stakeholder Management

• Engage with senior customer executives, business leaders, and process owners.
• Facilitate discovery workshops and requirements gathering sessions.
• Drive business process transformation initiatives.
• Act as liaison between business teams and implementation teams.
• Present solution recommendations to steering committees and leadership teams.

Requirements & Solution Design

• Lead end-to-end requirement elicitation and analysis.
• Conduct fit-gap assessments against Oracle Utilities CC&B capabilities.
• Define future-state business processes and solution architecture.
• Develop functional design documents and process flows.
• Provide recommendations aligned with Oracle Utilities best practices.

Program Delivery

• Drive functional workstreams through all project phases.
• Work closely with technical architects, integration teams, testing teams, and PMO.
• Support data migration strategy and business validation.
• Participate in solution reviews and milestone sign-offs.
• Ensure alignment between business objectives and delivered solution.

Testing & Deployment

• Define business test scenarios and acceptance criteria.
• Support SIT and UAT planning and execution.
• Assist in production deployment and hypercare activities.
