Senior IT Specialist (Health Insurance / Medicaid – Eligibility & Enrollment)

Position Summary:

Senior IT Specialist responsible for supporting complex enterprise software systems within Health Insurance, ACA, or Medicaid Eligibility & Enrollment environments. Provides leadership in requirements analysis, technical documentation review, testing coordination, and stakeholder facilitation to ensure alignment between business objectives and system solutions.

Key Qualifications

• 84 months of experience in Information Technology supporting complex software systems or applications.
• 84 months of experience analyzing complex business processes and creating and reviewing test plans.
• 84 months of experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals.
• 84 months of experience providing written communications to business owners, IT program team members, and management.
• 84 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care).
• 84 months of experience with ETL tools, batch jobs, Rational Quality Manager, Report Development using IBM Cognos or HIPAA compliant X12 format for EDI transactions.
• 60 months of experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements.

• Lead requirements gathering sessions with business stakeholders.
• Develop process flows and detailed functional requirements documentation.
• Review and provide feedback on technical design and interface control documents.
• Coordinate resolution of requirements gaps with business and vendors.
• Develop and execute test scenarios and document defects.
• Support development of internal training materials.
• Facilitate stakeholder meetings and ensure clear communication across teams.
• Operate effectively in a high-volume, fast-paced enterprise environment.
