Job Description:

  • Provides senior-level program and project management leadership for the HHS Office of Finance s Financial Management Governance and Enterprise Financial Systems Management Support program. Serves as the primary point of accountability for day-to-day delivery across the program s workstreams, overseeing a multidisciplinary contractor team that supports federal financial management operations, enterprise resource planning (ERP/UFMS) systems administration, internal controls, financial reporting, and regulatory compliance.
    Works directly with HHS CORs and federal stakeholders to ensure all contract deliverables are met on time, within budget, and to the highest quality standards.
  • Combines deep expertise in federal financial management with the project management discipline to lead complex, multi-workstream engagements in a high-visibility government environment.

Role & Responsibilities:

  • Manage the full contract lifecycle, including cost, schedule, performance, Contract Line Items, contract modifications, Option Year exercises, scope changes, subcontractor performance, and coordination with the Contracting Officer and Program Office.
  • Develop, maintain, and update the Program Management Plan, Integrated Master Schedule, Quality Management Plan, staffing plan, Stakeholder Engagement and Communications Plan, and Business Continuity/COOP procedures for critical financial system functions.
  • Lead monthly and quarterly Program Management Reviews, executive briefings, status reporting, working groups, governance boards, and cross-functional meetings with government stakeholders, HHS OpDivs, and StaffDivs.
  • Monitor burn rate, labor utilization, Earned Value Management or EVM-lite metrics, deliverable status, and CDRL accuracy and timeliness across all task areas.
  • Directly supervise, mentor, and evaluate a multidisciplinary team of 15 35 financial management and IT professionals across Financial Operations & Reporting, Systems Administration & Integration, and Governance, Audit & Compliance workstreams.
  • Lead workforce planning, training and development identification, succession coverage, personnel actions in coordination with HR, and maintenance of cleared, qualified personnel ready to onboard within established timelines.
  • Lead stakeholder engagement, communications, and change management activities for financial system upgrades, policy implementation, and new reporting mandates, including impact analysis, tailored messaging, end-user training, and coordination across executive, operational, and technical audiences.

Required Qualifications:

  • Proficiency with Oracle EBS financial modules (FI, CO, FM, GM) or demonstrated ability to lead Oracle-based federal ERP program teams.
  • Experience with financial reporting and BI tools: Power BI, Oracle BI or Tableau
  • Proficiency with Microsoft Office Suite (Excel including pivot tables/Power Query, PowerPoint, Word); SharePoint administration a plus.
  • Familiarity with federal program management tools: MAX/BUDGET, FPDS-NG, ServiceNow GRC, Archer, or Team Mate.
  • Deep knowledge of federal appropriations law (31 USC), fund accounting, and U.S. Standard General Ledger (USSGL).
  • Familiarity with FASAB accounting standards (SFFAS series), OMB Circulars A-11, A-123, A-136, and Treasury Financial Manual (TFM).
  • Working knowledge of GTAS/CARS reporting, intragovernmental transactions (IPAC), and DATA Act / USASpending.gov compliance.
  • Understanding of FFMIA systems conformance requirements and FISCAM IT control frameworks for financial systems.
