Position Overview

We are seeking a Senior IT Business Analyst to support enterprise modernization initiatives within a State Government agency. This role requires leading requirements gathering efforts, documenting complex business processes, and translating agency needs into detailed technical specifications. The selected candidate will serve as the liaison between business stakeholders, development teams, and project leadership to ensure successful solution delivery. The ideal resource will demonstrate strong analytical thinking, documentation discipline, and the ability to manage competing priorities in structured environments. Experience working within government agencies, compliance-heavy environments, and formal change management processes is highly preferred. This role requires someone who can independently lead workshops, manage stakeholder expectations, and drive clarity across cross-functional teams.


Key Responsibilities

  • Conduct structured stakeholder interviews and facilitate workshops to gather functional and non-functional requirements.
  • Translate business needs into detailed Business Requirement Documents (BRDs), Functional Requirement Documents (FRDs), and user stories.
  • Perform gap analysis between current systems and proposed solutions to support modernization initiatives.
  • Develop process flow diagrams and data flow diagrams using tools such as Visio or Lucidchart.
  • Write detailed acceptance criteria and support QA teams during system validation.
  • Develop SQL queries to validate data accuracy and support UAT efforts.
  • Manage requirement traceability matrices to ensure complete coverage from requirement to deployment.
  • Coordinate and lead User Acceptance Testing sessions and document defect resolution tracking.
  • Support change management efforts by documenting system impacts and training materials.
  • Collaborate with project managers to define scope, timelines, and risk mitigation strategies.
  • Participate in Agile sprint planning and backlog refinement sessions.
  • Ensure compliance with agency standards, security policies, and documentation protocols.

Required Qualifications

  • Bachelor’s degree in Business, Information Systems, or related field.
  • 7+ years of experience performing business analysis in enterprise IT environments.
  • Demonstrated ability to document detailed functional and technical requirements.
  • Experience working directly with development teams to clarify requirements and resolve ambiguities.
  • Hands-on experience querying databases using SQL for validation and reporting.
  • Experience managing stakeholder communication across technical and executive audiences.
  • Proven ability to support system implementation and post-production stabilization efforts.
  • Experience using JIRA, Azure DevOps, or similar tracking tools.
  • Ability to independently manage multiple concurrent workstreams.
  • Strong written and verbal communication skills.

Preferred Qualifications

  • Experience supporting State Government or public sector IT projects.
  • Familiarity with .NET, Salesforce, or Power Platform environments.
  • CBAP or PMP certification.
  • Experience supporting large-scale system modernization efforts.
  • Exposure to data analytics and reporting environments.
