Job Description
We are seeking an Advisor Business Analyst to serve as the Project Business Lead for the Pharmacy F6 / NCPDP upgrade. You will lead business analysis for a large, cross-functional healthcare modernization effort, translating business needs into compliant, end-to-end system solutions that support the Wisconsin Department of Health Services, Medicaid members, and providers.
Responsibilities:
- Own business analysis leadership for a pharmacy claims processing standards modernization initiative.
- Serve as lead Business Analyst and Project Business Lead for the D.0 to F6 NCPDP upgrade.
- Oversee lifecycle management of structured solution changes, ensuring documentation, coordination, traceability, approvals, implementation, and closure.
- Act as primary liaison to DHS, co-leading requirements and design discussions with the Project Manager.
- Lead requirements workshops, design sessions, and solution walkthroughs to drive alignment and consensus.
- Ensure end-to-end solution integrity by aligning requirements, technical design, and operations with the Technical Lead.
- Coordinate with the Test Lead to align test scenarios and cases, validate coverage, and support defect triage during SIT/UAT.
- Enforce quality standards across BA deliverables, including final reviews, traceability validation, and readiness for PMO, Sponsor, and DHS review.
- Manage project coordination and communications, including minutes, status tracking, and updates to stakeholders.
- Support BA resourcing, SME engagement, scheduling, and workload balancing with the Project Manager.
- Coach and mentor BA team members to promote consistency and accountability.
Required Skills & Qualifications:
- Nine or more years as a Business Analyst or requirements lead with ability to translate between technical and non-technical stakeholders.
- Experience supporting Medicaid or healthcare system implementations.
- Leadership of BA teams and coordination across business, technical, and operations on large IT projects.
- Proven requirements elicitation, design coordination, and delivery of complex solutions.
- Knowledge of SDLC/PLC and alignment of requirements to testing and validation.
- Ability to drive quality, consistency, and accountability across deliverables.
- Strong facilitation and communication skills for client-facing discussions.
Preferred Skills:
- Experience with NCPDP standards (D.0, F6) and pharmacy transaction processing.
- Exposure to EDI, claims adjudication, coordination of benefits (TPL/subrogation), prior authorization, or benefit/rules configuration.

Role Logistics
- Designated Project Business Lead on a high-visibility pharmacy transaction modernization initiative.
- Collaboration with Project Manager, Technical Lead, and Test Lead as part of the core delivery team.
- Lead a distributed BA team across multiple functional areas and solution components.
- Direct engagement with state client stakeholders for requirements, design, testing validation, and acceptance.
- Opportunity to lead similar large-scale efforts upon completion.
- Limited travel, up to 5 percent, as needed.
- Residency and work location within the contiguous United States required.
- Video cameras on during interviews and meetings, internal and client-facing.
- Core business hours: 7:30 AM to 4:30 PM CST.
- Dress code: Business Casual. Client interface required. No overtime expected.
