The Air Force Civilian Service (AFCS) is looking for a Full-Time Senior Project Programs and Planning Engineer (GS-12) to work at the 6th Civil Engineer Squadron at MacDill AFB, in Tampa, FL.

Are you a strategic leader who excels at bridging the gap between complex facilities engineering and executive capital planning?

We are looking for a Senior Capital Projects Manager / Facilities Engineer to lead our infrastructure portfolio. In this role, you will act as the owner's representative, driving multi-million-dollar Capital Improvement Programs (CIP) from master planning and feasibility studies through design and construction execution.

5+ years of experience in facilities engineering or construction program management.

BS in Civil, Mechanical, Electrical, or General Engineering (or Architecture).

PE license, RA credential, or PMP certification is a huge plus!

Qualifications/Requirements:

The 6th Civil Engineer Squadron is seeking a professional engineer who will:

Direct multi-year CapEx budgets and facility master plans.

Utilize asset lifecycle data (SMS/FCI) to prioritize modernization and restoration.

Serve as the technical liaison between executive stakeholders, AE firms, and general contractors.

Lead contract administration, SOW development, and design specification reviews.

U.S. Citizenship is required.

Must be able to obtain maintain a Secret Security clearance.

The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position. The selectee will have up to 24 months to meet the applicable mandatory experience, education, and training requirements.

The work requires the employee to drive a motor vehicle. An appropriate driver's license will be required.

May act as project liaison with the Army Corps of Engineers or other design agencies as required.

May be required to serve on A&E selection boards.

KNOWLEDGE, SKILLS, and ABILITIES

Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines.

Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds.

Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management.

Knowledge of aesthetic and functional design techniques and skill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique / skill in drafting sufficient to convey design concepts and ideas and formulate working drawings.

Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
