Project Overview:
Responsible for developing and operating business intelligence (BI) platforms, tools, and reports. The individual is responsible for the following tasks:
· Design, develop and maintain BI solutions, extract, transform, load (ETL) processes, and dashboards. B. Gather and analyze requirements from stakeholders to ensure the BI solution meets needs.
· Develop data models to support reporting and analytics.
· Implement ETL processes to analyze data from various source systems and data formats.
· Create interactive dashboards, reports, and visualizations.
· Collaboration with multiple teams to understand requirements and objectives.
· Administer testing and troubleshooting.
· Create and update documentation.
Key Responsibilities
Stakeholder Engagement
· Lead requirements discovery with stakeholders across programs
· Facilitate wireframing, prototyping, and user testing
· Define, Design and maintain metric definitions, dashboards and reports with business logic ensuring clear lineage.
QuickSight Development & Governance
· Build and manage QuickSight analyses and dashboards, controls/parameters, custom actions, alerts, and exports.
· Create and maintain QuickSight datasets (SPICE/direct query) sourced from curated tables provided by Data Engineering team; manage refresh schedules and SPICE capacity.
· Implement Row-Level Security (RLS) and column-level restrictions; manage users, groups, folders, and permissions aligned to least-privilege IAM.
· Establish dashboard standards for layout, color/contrast, drill paths, and mobile views; maintain versioning and release notes.
Data Modeling for Reporting
· Collaborate with Data Engineers on semantic-ready, dimensional models (star/snowflake) that support reusable metrics and performant SPICE.
· Specify data contracts, acceptance criteria, and validation rules for each dataset consumed by QuickSight.
· Perform QA on datasets and visuals; reconcile metrics against source-of-truth reports.
Performance, Cost & Reliability
· Tune dataset queries, refreshes, and visuals for performance; monitor usage with QuickSight and CloudWatch metrics.
· Optimize SPICE capacity, usage tiers, and schedules for cost-effectiveness; recommend right-sizing.
· Establish error handling and runbooks for dataset failures and broken visuals.
Security, Compliance & Auditability
· Enforce HIPAA-aligned practices for PHI/PII in dashboards and exports; coordinate with security on IAM, Lake Formation access (consumer side), and audit trails.
· Support agency interoperability and program contexts by ensuring definitions align with each domain’s processes.
Enablement & Documentation
Produce authoring guides, style kits, and QuickSight templates to enable self-service for analysts and power users.
Required Skills & Qualifications
The candidate should have experience as a BI developer or similar role with a strong understanding of data modeling and ETL processes. The candidate should be proficient in SQL and experience with BI tools/software. They should possess a strong understanding of data warehouse, data lakehouse, and data mart concepts
· 5+ years in BI/Analytics Engineering roles with a focus on dashboarding and KPI design.
· 2+ years hands-on building Amazon QuickSight dashboards at scale (SPICE datasets, RLS, parameters/controls, custom actions, usage & cost optimization).
· Strong SQL and dimensional modeling concepts for analytics consumption (star/snowflake, semantic layers) with performance-aware design.
· Experience connecting QuickSight to Athena, Redshift, S3 (Parquet/Iceberg), HealthLake, and operating as an analytics consumer under Lake Formation/IAM.
· Demonstrated ability to define KPIs and produce executive and operational dashboards with clear narratives and drill paths.
· Familiarity with healthcare/public sector data and privacy/security practices (HIPAA).
· Excellent communication, stakeholder management, and documentation skills
Education:
This position requires a bachelor’s or master’s degree from an accredited college or university with a major in computer science, statistics, mathematics, economics, or a related field. Three (3) years of equivalent experience in a related field may be substituted for the Bachelor’s degree.
