Job Overview:
We are seeking a Solution Lead with deep SNAP (Supplemental Nutrition Assistance Program) eligibility experience to support a large-scale eligibility modernization initiative. This role will serve as a critical liaison between State stakeholders, project leadership, and offshore development teams responsible for implementing and maintaining eligibility rules within Oracle Policy Automation (OPA).
The ideal candidate combines strong functional knowledge of SNAP eligibility policy and business rules with hands-on Oracle OPA experience. While this role is primarily focused on solution oversight, requirements clarification, and quality review of offshore team deliverables, the candidate should also be capable of configuring, updating, and troubleshooting OPA business rules when needed.
Responsibilities:
- Serve as the primary on-site functional and technical coordinator for SNAP eligibility rules implementation activities
- Collaborate with State stakeholders to understand policy requirements, eligibility criteria, and business process changes
- Translate SNAP policy requirements into detailed functional and technical guidance for offshore development teams
- Review and validate Oracle OPA rules configurations developed by offshore resources
- Ensure eligibility rules accurately reflect federal and state SNAP policy requirements
- Participate in requirements refinement, design reviews, testing activities, and defect resolution
- Perform quality assurance reviews of rules implementations and associated documentation
- Support User Acceptance Testing (UAT) and production readiness activities
- Utilize AI-assisted development tools, including Microsoft Copilot, to improve productivity, documentation, analysis, and quality assurance activities
- Act as a trusted advisor between business stakeholders and technical teams
Required Qualifications:
- 5+ years of overall experience; should have experience supporting SNAP eligibility systems or Integrated Eligibility modernization initiatives
- Strong understanding of SNAP eligibility determination processes, benefit calculations, and case management workflows
- Experience working with Oracle Policy Automation (OPA) / Oracle Intelligent Advisor
- Experience creating, configuring, maintaining, or validating eligibility business rules
- Experience working directly with business stakeholders and technical development teams
- Experience supporting offshore or distributed delivery teams
- Strong analytical, communication, and problem-solving skills
Preferred Qualifications:
- Experience with requirements management, testing, and defect management processes
- Experience using AI-assisted tools such as Microsoft Copilot for analysis, documentation, or development support
- Prior consulting experience supporting government clients
