Overview
The Senior Business Analyst serves as a key liaison between judicial stakeholders and technical delivery teams, specializing in court case management systems across criminal, civil, family, claims, probate, and specialty courts. This role requires a strong understanding of court operations, legal workflows, and justice data, combined with hands‑on experience translating judicial and clerk requirements into functional and technical system specifications.
The analyst supports the full system lifecycle—from discovery and requirements elicitation through implementation, testing, and go‑live—ensuring court systems meet statutory, procedural, and operational needs.
Key Responsibilities
Court & Justice Domain Analysis
- Analyze and document end‑to‑end court workflows, including case initiation, filing, docketing, scheduling, hearings, judgments, and case closure across:
- Criminal Courts
- Civil Courts
- Family & Juvenile Courts
- Claims / Small Claims
- Specialty Courts (e.g., Traffic, Housing, Mental Health)
- Translate court rules, statutes, and administrative procedures into system requirements.
- Support multi‑court, multi‑division implementations, including phased or module‑based deployments (e.g., Civil first, Criminal later).
Requirements & Documentation
- Lead requirements elicitation sessions with:
- Judges
- Court Clerks
- Administrators
- Prosecutors, Public Defenders, and Attorneys
- External justice partners (law enforcement, probation, finance)
- Produce high‑quality documentation, including:
- Business Requirements Documents (BRDs)
- Functional Requirements Specifications (FRS)
- User Stories and Acceptance Criteria
- Workflow diagrams and use cases
- Traceability matrices
- Define role‑based access and permissions aligned with judicial security and confidentiality rules.
System & Solution Support
- Collaborate with architects and developers on case management system design, including:
- Case lifecycle management
- E‑filing and document management
- Scheduling and calendaring
- Judicial review and decision entry
- Payments, fees, and financial integrations
- Support integrations with external systems such as:
- E‑Filing portals
- Payment gateways
- State identity / SSO systems
- Records management and document repositories
Testing, UAT & Deployment
- Develop and execute test scenarios and UAT scripts reflecting real court operations.
- Coordinate UAT with clerks, judges, and administrators.
- Validate that delivered functionality meets court operational readiness and statutory compliance.
- Support training, rollout planning, and post‑go‑live stabilization.
Governance & Compliance
- Ensure systems align with:
- Judicial branch governance standards
- Public sector security and audit requirements
- Records retention and public access rules
- Support documentation required for government oversight, audits, and acceptance reviews.
Required Qualifications
Experience
- 5+ years as a Business Analyst on court, justice, or public sector case management systems.
- Demonstrated experience supporting criminal, civil, family, and claims court operations.
- Experience working directly with judges and court clerks (not only IT staff).
- Proven success on government or judicial IT implementations.
Skills & Knowledge

- Strong requirements elicitation and documentation skills.
- Experience with Agile and/or PMBOK‑based delivery models.

- Prior experience with state, county, or municipal court systems.
- Experience supporting phased or module‑based go‑live strategies.
- Knowledge of records retention laws, public access policies, and judicial security standards.
- Experience contributing to RFPs, SOWs, or government proposals.
