Job Description
The Department's OIT is seeking the services of an experienced Program Manager. General Experience Expectations: A minimum of 10 years of IT and business/industry work experience, with at least three (3) years of leadership experience and five (5) years in managing projects.
Scope of Work
The Program Manager will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows:
Develop and manage resource-loaded and leveled projects;
Maintain project metrics in accordance with established standards;
Establish resource performance metrics;
Manage one or more highly complex or enterprise-wide IT programs consisting of multiple projects;
Serve as a liaison with users;
Ensure project integration and adjust project scope, timing, and budgets as needed, based on the Department's needs;
Provide hands-on leadership for complex projects;
Provide project progress reports to internal and external stakeholders as well as executive leadership;
Manage project spending plans and resources for associated projects;
Maintain all project artifacts in accordance with Program Management Office (PMO) standards and other documentation as necessary to ensure compliance with Chapter 60GG-1, Florida
Administrative Code (F.A.C.);
Lead or assist in business requirement gathering sessions for Joint Application Development (JADs);
Work closely with customers, stakeholders, and IT software developers to document business requirements;
Coordinate and develop As-Is, To-Be, and other required business analysis documentation;
Lead and develop the implementation of business process improvement recommendations;
Follow a set of standard practices that ensure the integrity and quality of project artifacts;
Manage expectations of diverse stakeholders and provide regular briefings to executives;
Develop Software Development Life Cycle (SDLC) templates; and
Work independently as part of a larger cross-functional team.
NOTE: This position is designated as "essential staff" and is expected to report for duty when instructed to do so in times of emergency or potential emergency as required by section 33-208.002 (4), F.A.C.
Required Qualifications
A bachelor's or master's degree from an accredited college or university in Computer Science, Information Systems, or a related field is required. Alternatively, four (4) years of equivalent work experience can be substituted for the educational requirement or on a year-for-year basis when applicable.
The Department requires the following additional experience, skills, and/or knowledge for this position:
Possesses a Project Management Professional (PMP ) Certification;
Over five (5) years of experience managing successful, large-scale projects that include multiple diverse teams;
Over five (5) years of experience using project software such as Microsoft Project, Primavera, Jira, etc. to track and maintain projects;
Over five (5) years of experience developing and maintaining detailed project plans and schedules based on work breakdown structures;
Over five (5) years of experience with PMO methodologies and documentation;
Over five (5) years of experience in meeting facilitation and documentation;
Over five (5) years of experience in creating and presenting internal and external status reports;
Over five (5) years of experience in risk and issue management;
Proven track record of completing project deliverables within the constraints of scope, schedule, cost, and quality;
Ability to effectively coordinate multiple project teams and meet overall objectives;
Responsible for tracking key project milestones and recommending adjustments to project managers;
Provide effective communication and collaborative skills;
Experience in creating presentations and presenting to stakeholders; and
Experience providing excellent leadership and negotiation skills.
NOTE: In addition to the above list, the selected Candidate must successfully complete a Level II Background Check.
Preferred Qualifications
The Department prefers the Candidate to have the following experience, skills, and/or knowledge for this position:
- Certification in Agile or Scrum-based Project Management;
- Possesses an IT Infrastructure Library (ITIL) Service Management Foundations Certification;
- Experience managing projects with a large, distributed user base;
- Experience managing waterfall projects;
- Experience with state government projects;
- Experience managing and reporting projects in compliance with Rule 60GG-1, F.A.C.;
- Experience working with technical programming teams;
- Ability to demonstrate a proactive, can-do attitude with the initiative to solve complex problems;
- Strong communication skills to effectively communicate with diverse stakeholders;
- Skills in negotiation, mediation, facilitation, and team building;
- Knowledge of IT standards in a criminal justice environment;
- Experience managing vendors and vendor projects;
- Knowledge in other IT areas such as programming, data analytics, etc.;
- A team player attitude with a high-energy level and diligent work ethic; and
- Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities.
