Mandatory Qualifications: | - Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Specialist
- Minimum of seven years of experience supporting data conversion projects, including source system metadata analysis, source-to-target data mapping, data profiling and cleansing, To-Be data requirements, data synchronization/bridging, and data conversion quality assurance testing.
- Minimum of two years of experience working in an Integrated Eligibility System (IES) program within the Fair Hearings and/or Data Management domain in a Health and Human Services setting.

Desirable Qualifications: | - More than five years of experience with data quality, data profiling, data cleansing, standardization, and SQL development using RDBMS tools (i.e., Oracle) and data quality tools (i.e., Informatica Data Quality).
- Three or more years experience analyzing data and business processes to identify data quality issues and support data cleansing, transformation, and migration activities.

Duties/Responsibilities: | - Job Summary:
We are seeking a Data Analyst Specialist to support the New York State Integrated Eligibility System (IES) by analyzing, transforming, and validating data to support system modernization efforts. The ideal candidate will collaborate with business and technical teams to perform data analysis, develop data mappings, support ETL processes, and ensure the accuracy, quality, and integrity of data throughout the migration lifecycle.
Key Responsibilities:
Working with Subject Matter Experts, Business Analysts, and Development Teams to understand the data requirements and attributes set for project
Performing As-Is system and data analysis and data documentation
Performing system and data analysis to perform Extract Transform & Load (ETL) and related activities including developing strategies for extracting, transforming, and loading data from the As-Is system into To-Be system
Developing As-Is system to To-Be system data mapping including analyzing and interpreting all complex data on the source and target systems and providing resolutions to all data issues to validate all requirements
Developing and testing query solutions on databases like Oracle, SQL Server
Developing and testing UNIX Shell Scripting
Performance tuning and optimization of queries and solving migration issues, and identifying errors during data loads and transformations
Documenting IES To-Be Target Model data requirements for IES system based on business requirements
Defining and documenting data requirements, data profiling, data cleansing, and data transformation rules
Coordinating and facilitating As-Is data profiling and data cleansing activities with business users
Interpreting data profiling results and summarizing, analyzing, and preparing reports and findings in a clear and concise manner
Identifying optimal approaches for resolving data quality or consistency issues to achieve goals Other duties as assigned
Consultants may be eligible to telecommute for more than 50% of their work hours, up to and including 100% remote work. Telecommuting arrangements require direct manager approval and are subject to change based on program needs. Consultants approved for 100% remote work must attend monthly in-person meetings at the Albany office and be available for major milestone meetings as needed.

How many candidates will be interviewed: | - IES will interview at least the top five highest scoring candidates. In this instance should none of the top five candidates be found to provide the best value to the State, IES will request to interview all candidates who are deemed susceptible based on technical and cost evaluations.
