Our IT Division
TCOLE's Information Technology Division is at the forefront of developing and managing innovative software solutions that empower law enforcement agencies across Texas. We create tools for peace officer and jailer training, compliance tracking, and regulatory management. Who We're Looking For
The Texas Commission on Law Enforcement (TCOLE) is seeking an Information Technology Project Manager IV to join the Information Technology Division located at 6330 E HWY 290, Suite 200, Austin, TX.
This role supports TCOLE s mission by leading key project management efforts, including building strategic roadmaps, coordinating major initiatives, and managing day to day technology projects. The IT Project Manager IV works closely with the Chief Information Officer (CIO) to align IT projects with agency goals and maintain organized project backlogs. The position brings together the work of the help desk, network and cybersecurity team, and development team to ensure priorities are aligned. The role operates with minimal supervision and significant latitude for independent judgment.
Salary is dependent on qualifications and experience. The salary range is $89,000 $106,000. The Job Class for this position is 1561 and salary group B26.
Essential Job Duties
Examples of Work Performed
Uses modern methodologies to formulate detailed project plans and implementation strategies, ensuring alignment with agency wide modernization initiatives.
Partners directly with the CIO to develop and maintain IT roadmaps, IT legislative agendas, and long range project portfolios.
Develops and implements plans to communicate project methodology, processes, and strategic direction to staff, stakeholders, and executive leadership.
Prepares budgetary cost estimates, project proposals, technical specifications, and schedules that support enterprise planning and strategic investment decisions.
Works closely with IT Help Desk, Development teams, and process owners to execute project plans effectively, ensuring project tasks are coordinated, documented, and strategically sequenced.
Coordinates, assigns, and evaluates work produced by external vendors and contractors, ensuring deliverables are acceptable and fulfill the terms of the project contract or specifications.
Oversees multiple concurrent project streams, prioritizing interdependencies and resource needs tied to agency strategy and statewide mandates.
Assists with requirements gathering sessions with subject matter experts across the agency to ensure project execution is grounded in validated business and regulatory needs.
Performs related work as assigned.
Minimum Qualifications
Bachelor's Degree in Computer Science, Information Systems, Data Analytics, Business Administration, or related fields from an accredited institution.
Five to eight (58) years of progressively responsible experience in business analysis, project management, or related IT field, with at least three (3) years specifically in the IT industry.
Education and experience may be substituted for each other on a yearforyear basis.
Preferred Qualifications
Project Management Professional (PMP), Certified Business Analysis Professional (CBAP), or Project Management Institute certification (PMIPBA or PMIACP).
Certified ScrumMaster (CSM) or Certified Scrum Product Owner (CSPO) certifications.
Experience working within Texas state government, regulatory agencies, or law enforcement administration.
Experience implementing enterprise IT systems, data governance programs, or information management systems in a government or regulated environment.
Understanding of law enforcement data systems, regulatory compliance requirements, and public safety information management.
Experience providing training or technical assistance to government personnel on system implementation and business processes.
Proficiency with project management tools, database management systems, and business intelligence platforms.
Knowledge/Skills/Abilities
Ability to maintain the highest standards of security and safeguard critical infrastructure. This includes adhering to strict background checks, reporting any suspicious activities, and participating in security training and drills as required.
Knowledge of modern information technologies and their application to business processes and organizational effectiveness.
Knowledge of modern project methodologies (e.g., Agile, Lean, hybrid frameworks) and familiarity with software development life cycle concepts, including how these approaches inform planning, sequencing, and the design of technical solutions.
Skill in business analysis methodologies, including evaluating complex information technology applications, policies, and issues, and developing creative and workable solutions to complex organizational and technical problems.
Skill in applying project management practices including organization, negotiation, communication, change management, quality assurance, and Agile techniques with the ability to lead project activities, solve complex problems, and independently manage, prioritize, and coordinate multiple interdependent project streams within a broader portfolio.
Skill in vendor and contract management, including evaluating deliverables for compliance with specifications.
Skill in communicating strategic direction and project methodologies to executive leadership and stakeholders.
Ability to analyze and interpret technical information such as regulations, policies, and automation system documentation and translate user and business needs into clear technical requirements; integrate business rules into system specifications; communicate technical guidance effectively; and exercise sound judgment when making critical decisions.
Ability to establish effective working relationships with diverse stakeholders, cross functional teams, and external vendors, and to coordinate and influence these groups to achieve project goals and meet deadlines.
Ability to work with minimal supervision, prioritize competing demands, and make strategic decisions within established guidelines.
