AgreeYa is a global Systems Integrator and is seeking an experienced Business Analyst to support critical business operations for the Client Systems. The ideal candidate will be responsible for reviewing, analysing, and evaluating business systems and user needs to develop effective technology solutions that align with business objectives. This role requires expertise in business process analysis, process reengineering, solution evaluation, risk assessment, and documentation of functional requirements. The Business Analyst will support front-line business operations across multiple areas within Vital Statistics Services (VSS), ensuring continuity of operations for the client and other mission-critical initiatives involving Texas vital records.
Job Responsibilities:
- Review, analyze, and evaluate business systems, workflows, and user requirements.
- Gather, document, and validate business and functional requirements.
- Analyze existing business processes and recommend process improvements and technology solutions.
- Perform business process mapping and process reengineering activities.
- Prepare solution options, risk assessments, cost-benefit analyses, ROI evaluations, and buy-versus-build recommendations.
- Develop detailed functional specifications and documentation for system enhancements and modifications.
- Support ongoing operations of the Texas Electronic Vital Events Registrar (TxEVER) system.
- Collaborate with business users, technical teams, and leadership to ensure successful delivery of business solutions.
- Assist in project planning, work estimation, progress tracking, and status reporting.
- Produce reports, documentation, and data summaries to support business and operational decision-making.
- Maintain effective communication with stakeholders and resolve business issues in a timely manner.
- Support small to medium-sized projects while ensuring continuity of business operations.
Required Skills & Experience:
- 8+ years of Business Analyst experience supporting complex enterprise applications.
- Knowledge of and ability to interpret Texas Vital Statistics laws, policies, procedures, and regulations.
- Proficiency with Microsoft Office Suite, including Word, Excel, PowerPoint, Project, and Visio.
- Experience with project planning, organization, and project coordination.
- Strong knowledge of business analysis methodologies and best practices.
- Experience analyzing and evaluating complex information technology applications, policies, and business issues.
- Ability to develop practical and innovative solutions to complex business problems.
- Strong verbal and written communication skills with the ability to communicate effectively across all organizational levels.
- Experience managing priorities, working independently, and exercising sound judgment.
- Strong stakeholder management, negotiation, conflict resolution, and relationship-building skills.
- Ability to interpret technical and business documentation and prepare concise reports for leadership review.
- Experience gathering, organizing, analyzing, and documenting business requirements and recommending solutions.
- Experience maintaining statistical and operational records and producing business data summaries.
- Ability to manage small to medium-sized projects.
- Experience creating project work plans, developing work estimates, and monitoring project progress.
Preferred Skills & Experience:
- Experience supporting state government or public sector organizations.
- Experience supporting vital records, public health, or regulatory systems.
- Familiarity with business process reengineering and enterprise process improvement initiatives.
- Experience preparing financial analyses, including cost-benefit analysis, ROI, and buy-versus-build evaluations.
- Experience supporting mission-critical business applications with high operational availability.
- Strong analytical, organizational, and problem-solving skills.
Education Required:
- Bachelor's Degree required.
