Position Title: Acquisition Specialist

Number of positions: 1

Location addresses: onsite @ 1735 New York Avenue, Washington DC 20006 (parking is not provided)

General Hours of Operation: 7:00 - 9:00 AM to 3:00 - 6:00 PM

Clearance level: DHS Public Trust (USSS will process for the clearance, it can take around 3-5 weeks)

Salary: $130,000

Start date: July

Introduction

The ideal candidate is a highly self-motivated acquisition professional who can work independently with minimal supervision in a fast-paced, mission-driven environment.

Candidates must have demonstrated, hands-on experience independently developing and authoring acquisition documentation required to support contract awards, including Statements of Work (SOWs), Market Research Reports, Independent Government Cost Estimates (IGCEs), Justification and Approval (J&A) packages for Other Than Full and Open Competition, acquisition planning documents, and other required procurement artifacts.

The successful candidate must be able to independently develop requirements, conduct market research, prepare cost estimates, manage program budgets, and guide acquisition actions from planning through contract award. Candidates should have direct ownership of these responsibilities and be able to clearly articulate their personal contributions. Experience limited to "coordinating," "assisting with," or "participating in" acquisition activities, without direct responsibility for developing the required documentation, will not meet the requirements of this position.

Required Qualifications:
  • Demonstrated hands-on experience in federal contracting, specifically in the development of Sole Source Justification and Approval (J&A) documentation for acquisitions conducted under Other Than Full and Open Competition.
  • Proven ability to draft clear, comprehensive Performance Work Statements (PWS) and Statements of Work (SOW) that align with mission requirements and acquisition strategy

Key Responsibilities:
  • Contracting & Budget Expertise: Demonstrate a thorough understanding of the federal budgeting and contracting lifecycle, including preparation, review, and submission of all required documentation to facilitate contract approval and award.
  • Adaptability & Collaboration: Thrive in a dynamic, fast-paced environment. Exhibit strong teamwork and interpersonal skills by supporting colleagues, resolving challenges proactively, and contributing to a collaborative workplace culture.
  • Independent Execution: Operate with minimal supervision, taking initiative to delve into complex details and produce high-quality documentation necessary for successful contract execution.
  • Strategic Acquisition Development: Lead efforts to identify and implement new capabilities, including the design and development of innovative acquisition strategies aligned with organizational goals.

Program Planning
  • Assist with planning and preparing acquisition strategies, performing market research, developing and managing budgets and participating integrated product teams
  • Assist with preparation of all required documents for procurement requests including statements of work, independent government cost estimates, market research documentation and others as required
  • Development, execution or management of acquisition-related cost analysis, budgets, or program financial management functions including business case development and analysis of alternatives
  • Development of integrated life-cycle cost estimates (LCCEs) for new programs and projects to ensure accurate funding requirements to inform the Resource Allocation Process
  • Adherence to acquisition laws, regulations, and policies as they apply to programs and projects in the CUSTOMER portfolio
  • Advise on contracting strategy to acquire goods and service, including Strategic Sourcing Vehicles/Contracts

Program Execution
  • Assessment of adequacy of deliverables to ensure contract requirements are met, including test and evaluation and development of a quality assessment program
  • Development of Integrated Master Schedules, identification of integrated project dependencies, test planning, transition planning for legacy systems, and fielding in direct support of the design, developmental test, integration and delivery of programs and projects
  • Assist with development of program review documents to assess cost, schedule, performance and risk

Contracting and Financial Management
  • Monitor contract execution to include vendor billing
  • Assist with managing program budget, tracks obligations, expenditures, and forecasts
