We are seeking a senior-level Business Analyst (Business Analyst 3) to support the modernization of a statewide referral system for long-term services and supports (LTSS). This role focuses on analyzing complex business processes, gathering and documenting requirements, and partnering with stakeholders and IT teams to design effective, technology enabled solutions.
This is a contract opportunity with a high degree of autonomy, ideal for an experienced Business Analyst who enjoys working on impactful, public-facing initiatives. The position is currently remote, requires Texas residency, and offers a competitive hourly rate.
The successful candidate will bring deep experience in requirements elicitation, stakeholder collaboration, and business process improvement, and will play a key role in improving how services are accessed and coordinated across multiple systems.

- Review, analyze, and evaluate business systems, workflows, and user needs
- Elicit, document, and analyze business and technical requirements
- Conduct business process analysis and reengineering to identify improvement opportunities
- Develop solution options, risk assessments, and cost/benefit or ROI analyses
- Prepare detailed documentation, including business cases, planning documents, and functional specifications
- Serve as a liaison between business stakeholders, program areas, and IT teams
- Assess existing processes to identify trends, gaps, and opportunities for improvement
- Support initiatives to modernize referral systems and improve service coordination
- Collaborate with internal and external stakeholders to ensure solutions meet business needs
qualifications:
Qualifications
8+ years of experience as a Business Analyst supporting applications or software development initiatives
Proven experience eliciting, documenting, and managing business and technical requirements
Strong ability to communicate complex technical concepts to both technical and non-technical stakeholders
Experience writing business cases, planning documents, and functional specifications
Demonstrated success working with stakeholders to gather input, develop plans, and drive initiatives to completion
Strong analytical, problem-solving, and critical-thinking skills
Experience serving as a liaison between business teams and IT organizations
Background in business process analysis and reengineering
Ability to work independently while collaborating effectively with cross-functional teams
Must currently reside in Texas; position is remote with potential future on-site requirements in Austin
Ability to pass a criminal background check and complete required state security agreements
