Description
The Chief Data & Privacy Officer (CDPO) is a senior leadership role responsible for defining and driving the enterprise data strategy, data governance, and privacy frameworks across the consolidated clients territory. Reporting directly to the CIO, this position sets the direction for data maturity, analytics adoption, data privacy, and responsible data use.
The CDPO will collaborate with department leaders, legal teams, audit and performance, IT security, and external partners to build and mature the City-County's approach to data. This role requires a strategic leader who can influence across agencies, establish new standards, and drive organization-wide change. As an appointed executive role, it offers significant visibility and long-term career trajectory.

Additional Skills & Qualifications
**Minimum Qualifications Required**
- Education: Bachelors degree in Computer Science, Information Systems, Data Science/Analytics, or related field (or equivalent experience)
- Experience: 10+ years in IT/data (architecture, systems lifecycle, infrastructure planning/operations)
- Leadership: 3+ years leading enterprise technology or data programs
- Candidates must be able to translate complex technical and privacy concepts for non-technical executives, use data to inform strategy and decision-making, and work effectively with cross-functional leadership across operations, legal, audit, security, and executive management. Strong organizational, time management, and project management skills are essential, along with the ability to manage competing priorities, work independently with minimal oversight, and maintain confidentiality at all times
**Preferred Qualifications**
- Advanced Education: Master's in CS/Information Systems/Data Science/Analytics, or a Law degree with a privacy focus
- Certifications: CIPP, CIPM, and/or SDS (senior Data Scientist)
- Contextual Experience: Public sector or regulated industry experience; familiarity with privacy/open data and records retention (e.g., CJIS, HIPAA, FERPA)

Pay and Benefits
The pay range for this position is $93000.00 - $115000.00/yr.
- Bi-weekly pay schedule - Employer-paid basic life insurance - Optional supplemental life insurance available at age-based rates - PERF Hybrid Retirement Plan option (includes a pension + 3% employer-paid contribution to ASA) - INPRS My Choice Retirement Savings Plan option (3% employer-paid contribution to ASA + additional employer contribution with vesting schedule) - Immediate vesting in the employee's Annuity Savings Account (ASA) - Additional voluntary ASA contributions allowed up to 10%, for a total potential contribution of 13% - Vesting schedule for My Choice employer contributions (20% per year; fully vested at 5 years)
