Technical Product Manager (TPM)
Job Summary
We are seeking an experienced Technical Product Manager (TPM) to bridge the gap between complex business operations and technical engineering execution within GDOT’s enterprise IT environment. The TPM will lead the assessment, planning, and delivery of specialized applications, platforms, and data product initiatives.
This role requires a strong blend of business analysis, product management, and technical expertise, including experience with enterprise architecture, system integrations, cloud technologies, and data-driven platforms. The ideal candidate will be skilled at translating business needs into actionable technical requirements while ensuring alignment with governance, compliance, and security standards.
Key Responsibilities
Stakeholder Management & Requirements Engineering
- Serve as the primary liaison between business units, executive leadership, vendors, and engineering teams.
- Facilitate discovery and requirement-gathering sessions to identify business needs and translate them into structured product backlogs.
- Convert complex business workflows into detailed technical specifications, user stories, process flows, and acceptance criteria.
- Prioritize product requirements and collaborate with development teams throughout the project lifecycle.
Technical Leadership & Platform Governance
- Partner with enterprise architects, security teams, DBAs, and infrastructure teams to evaluate technical feasibility and mitigate risks.
- Ensure all solutions comply with enterprise IT governance, security protocols, and regulatory/federal compliance requirements.
- Assess APIs, integration strategies, data architectures, and existing software platforms to support buy-vs-build decisions.
- Support modernization initiatives involving cloud platforms, enterprise systems, and transportation technology solutions.
Communication & Documentation
- Establish and enforce standards for technical and operational documentation across internal teams and external vendors.
- Prepare and present project status updates, risk assessments, and executive summaries to stakeholders and leadership.
- Maintain comprehensive documentation for developed systems, integrations, and operational procedures.
Continuous Process Improvement
- Identify opportunities to improve IT intake, evaluation, prioritization, and delivery processes using data-driven approaches.
- Develop and maintain templates, SOPs, governance guidelines, and training materials for business and technical users.
- Draft technical policies, operational guidance, and procedural documentation for management approval.
Required Qualifications
- 4+ years of experience in:
- Product Management, OR
- Technical Program Management
- Strong experience translating business requirements into technical solutions.
- Familiarity with:
- Data pipelines and integrations
- GIS/Spatial data systems
- Cloud platforms such as Azure and/or AWS
- Enterprise service platforms such as ServiceNow
- Experience working with cross-functional technical and business teams.
- Strong communication, documentation, and stakeholder management skills.
Preferred Qualifications
- Experience working within:
- Government agencies

- Transportation technology environments
- Experience managing outsourced vendors or contractor-led software development projects.
- Understanding of enterprise architecture, system integration patterns, and data governance practices.
