Job Description:

Come be part of the team that bridges the gap between technical engineering teams and strategic mission goals of the U.S Navy.

We are seeking an experienced Program & Operations Manager to serve as the overall lead for a high-visibility federal program. This individual will act as the primary interface with Government stakeholders, providing leadership, strategic direction, and oversight across all aspects of program execution.

This is a key personnel role requiring strong leadership, program management expertise, and experience managing complex federal projects at locations like NAS Patuxent River, MD .

Responsibilities include:
  • Serve as the primary point of contact for Government program authorities on all technical and programmatic matters
  • Provide overall leadership, direction, and management of contract operations
  • Oversee all program/project activities including technical execution, staffing, and administrative support
  • Develop and implement program management plans, processes, and procedures
  • Monitor performance and provide regular status reporting to stakeholders
  • Manage program resources, including staffing, budgeting, and financial oversight
  • Ensure compliance with contract requirements and successful delivery of all task order objectives
  • Lead coordination across multiple projects and teams to ensure alignment with mission goals

Here's what you need (Required Qualifications):
  • 10+ years of relevant experience in program or operations management
  • At least 3 years of experience managing Federal programs, including:
    • Planning and organizing program activities
    • Directing and overseeing execution
    • Budgeting and financial management
    • Managing multiple, concurrent projects
  • Demonstrated experience working directly with Government clients and stakeholders

Bonus Points If You Have (Desired Qualifications):
  • Relevant experience in large IT contract program management
  • Experience working with NAVAIR/NAVSEA/NAWCAD
  • PMP
  • Mission System Network Engineering experience

Security Clearance:
  • DoD Top Secret

Education:
  • Master's degree in one of the following (or related discipline):
    • Business
    • Engineering
    • Computer Science / Information Technology
    • Other Technical discipline
  • (Equivalent experience may be considered in lieu of a degree, if applicable)

Work Schedule:
  • Onsite, Monday-Friday

Compensation and Benefits:
The projected compensation range for this position is $147,500-200,000. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.
