Job Summary:
The Senior Program Manager will be responsible for managing and supporting projects for Allegis IS and the PMO Office. The program manager plans, organizes, monitors, and oversees one or more Allegis IS initiatives, projects and portfolios that are in scope, budget, and team. S/he identifies and requests necessary business and IS resources, determining activities, tasks to be completed, assigning work, delegating authority, and motivating team members to work together for the success of the project(s).
The Senior Program Manager will provide thought leadership to help inform the Allegis IS and PMO, grow and help to drive the most effective Enterprise and OpCo customer-centric solutions. The Senior Program Manager is responsible for tracking progress on EPICs, EPIC Enablers, Features, Stories, Tech Debt and Maintenance activities and tasks while comparing it to what was planned. S/he also provides appropriate partnership and support to the appropriate Allegis IS Delivery Teams managing OpCo requests via the Demand/Intake Management system.
S/he should have a foundational understanding of Agile methodologies and practices.
Required in-office presence 5 days per week
Responsibilities Essential Functions:
- Responsible for driving and maintaining end-to-end project plans.
- Leads the development and management of the project work plan, including work sequencing, work breakdown structure, work delivery schedule, and resource allocation.
- Defines project scope, goals, and deliverables that support business goals in collaboration with senior management and stakeholders.
- Responsible for creating a PMO Governance program.
- Responsible for developing and documenting PMO processes, policies and standards.
- Defines and prioritizes Epics, Features, and Timelines for Operating Company projects.
- Identifies and resolves issues and conflicts within the delivery and product teams.
- Proactively manages changes in project scope, identifies potential risks, and devises contingency plans to ensure projects remain within specified scope, time, cost, and quality objectives.
- Steers EPIC-level business programs and mobilizes projects by operating as an agile leader.
- Communicates and collaborates with Enterprise Architects, Business Solution Architects, Platform and Domain Architects to align and scale business solutions.
- Delegates tasks and responsibilities to appropriate resources.
- Adheres to methods, procedures, and quality objectives including metrics for assessing progress and provides recommendations on process improvements.
- Identifies and manages EPIC dependencies and critical path.
- Inform stakeholders of program schedule, risks, and issues or changes to the plans, proactively.
- Provides visibility and status of work units to the customer on a timely basis.
- Builds, develops, and grows business relationships vital to the success of the project.
- Contributes to methodological process improvement based on performance analysis, lessons learned, project archives, etc.
- Aggregates team objectives into Program PI Objectives and publish them for visibility and transparency.
- Assists with economic decision-making by Epic estimation by teams and rollup to program level visibility, managing SWAG/WSJF processes, and with program execution.
- Constantly inspects the process, discovers, and addresses any major concerns.
- Drives program-level continuous improvement via retrospectives.
- Encourages team and program level Quality Practices and Communities of Practice around Agile, Scrum, and Agile program management.
- Escalates impediments.
- Establishes the calendars for EA Sprints, Program Increments, and all other Agile artifacts.
- Facilitates EA PI planning events, PI planning readiness, Vision, backlogs and facilities, PO Sync and Scrum of Scrums.
- Provides input on resourcing to address critical bottlenecks.
- Collaborate with Enterprise / Business Solution Architects to manage Backlogs and Roadmaps.
- Helps to reinforce and support Allegis IS best practices and standards.
- Defines process to create, measure, and refine Objectives & Key Results (OKRs) for Products on a cadence.
- Mentors and helps establish disciplined, effective teams which embrace and exhibit the agile/change mindset, by instructing the team(s) in best principles and practices including but not limited to Agile.
- Develops collaborative working relationships with multiple levels and steering committees.
- Provides strategic thought leadership and approach to overcome impediments to accelerate delivery of Operating Company projects.
- Works with the appropriate RTE and Product program leads to align program objectives.
Supervisory or Management Responsibility:
- Coaches, mentors, motivates, and supervises project team members and influences them to take positive action and accountability for their assigned work.
- Provides the team with constructive feedback as it pertains to project performance.
- Coordinates project administrators or coordinators assigned to deliver subprojects of a complex project managed by the senior project manager.
- Manages vendors, assigns activities, and coordinates efforts during the development and support of IT solutions. Ensures vendor staff responsibilities are clear. Provides direction, prioritization, and guidance on project activities to meet project targets and milestones.
- Guides and mentors other project managers regarding structured methodologies and best practices, as well as their usage to resolve issues encountered in real projects.
Budget Responsibility:
- Develops detailed project budget and gains approval.
- Tracks and reports project expenses against forecasted budget.
- Partners with stakeholders to adjust budget based on agreed upon action plan.
Qualifications Minimum Education and/or Experience:
- B.S. in Computer Science, Business, or related major, or equivalent business experience.
- 8-10 years of IT / business experience.
- 8-10 years of IT project management.
- Proven track record of managing projects and/or programs.
- Project Management Professional (PMP) certification or successful completion of a recognized project management curriculum.
- Experience with projects in multiple technologies and functions.
Skills and Abilities:
- Experience collaborating and working with all levels of business stakeholders including C-level personnel.
- Experience collaborating and working with various technology departments (Applications, Architecture, Data, Security, Vendor Management, etc.).
- Advanced knowledge of PMBOK and effective application of project/program management methodologies.
- Knowledge of Agile PMLC, SDLC, ITIL processes.
- Knowledge of organizational change management principles.
- Knowledge of customer service fundamentals.
- Ability to think critically and solve problems.

Salary Range:
- $113,200.00 - $169,800.00
- This position is bonus eligible
