Description
Our client in Modesto is seeking a Data Integration Engineer to support the build-out of their BHRS data platform and modern analytics environment. This is a 6-month contract role that requires 100% onsite work.
Key Responsibilities:
Build, test, and deploy data pipelines using Azure Data Factory, Azure
Functions, and/or custom scripts to ingest data from multiple source systems
into the BHRS data platform.
Extend the existing SmartCare API integration to pull additional datasets and
ensure comprehensive EHR data coverage for the dashboard.
Develop new integrations with state-level systems (BHIS, CalOMS, CSI) and
county internal systems (financial, HR/workforce, compliance tracking) using
APIs, SFTP, flat file ingestion, or database connectors as appropriate.
Write data transformation and cleansing logic (SQL, Python, or C#) to
normalize, deduplicate, validate, and prepare source data for the analytical
data model.
Implement error handling, logging, retry logic, and alerting for all data
pipelines to ensure reliability and rapid troubleshooting.
Replace placeholder/dummy data in the existing dashboard with live data feeds,
validating accuracy and completeness against source systems.
Support the Solutions Architect in implementing the data model, including table
creation, stored procedures, views, and indexing.
Write and maintain unit tests and integration tests for data pipelines and
transformation logic.
Document all integrations, data mappings, transformation rules, and pipeline
configurations for ongoing maintenance and knowledge transfer.
Requirements
Required Qualifications:
4+ years of experience in data integration, data engineering, or backend
development with a focus on ETL/ELT pipelines.
Hands-on experience with Microsoft Azure data services, particularly Azure Data
Factory and Azure SQL Database.
Strong SQL skills including complex queries, stored procedures, views,
indexing, and performance tuning.
Proficiency in Python or C# for scripting, data transformation, and automation
tasks.
Experience consuming and integrating with RESTful APIs, including
authentication (OAuth, API keys), pagination, and error handling.
Familiarity with common data exchange formats and protocols (JSON, XML, CSV,
SFTP, HL7/FHIR is a plus).
Understanding of data quality principles: validation, deduplication,
reconciliation, and data lineage.
Experience with version control (Git) and collaborative development workflows.
Strong troubleshooting and debugging skills for data pipeline issues.
U.S. citizenship or authorization to work in the United States.
Preferred Qualifications:
Experience working in healthcare, behavioral health, or county/state government IT environments.
Familiarity with SmartCare EHR (Streamline Healthcare Solutions) or similar behavioral health EHR platforms and their data structures.
Knowledge of healthcare data standards such as HL7, FHIR, or X12 transactions.
Experience with California DHCS data systems and reporting requirements (BHIS, CalOMS, CSI).
Familiarity with HIPAA and 42 CFR Part 2 data privacy requirements.
Experience with Power BI datasets, dataflows, or DirectQuery configurations.
Azure certifications (e.g., Azure Data Engineer Associate, Azure Fundamentals).
Experience with Azure DevOps for CI/CD pipelines and release management.
