Capital Planning Business Analyst – Journeyman Management Analyst

Role Summary

We are seeking a Capital Planning Business Analyst (Journeyman Management Analyst) to support federal IT Capital Planning and Investment Control (CPIC) and IT Portfolio Management activities. The analyst will support the development and maintenance of investment business cases, portfolio data, performance reports, and CPIC-related artifacts while ensuring alignment with federal OMB guidance and IT governance processes.

The ideal candidate will have experience supporting federal Capital Planning activities, analyzing investment and financial data, and developing high-quality business and technical work products.

Key Responsibilities

  • Support Capital Planning and Investment Control (CPIC) and IT Portfolio Management activities.
  • Develop, maintain, and validate IT investment business cases and CPIC artifacts, including OMB-300-equivalent documentation.
  • Collect, analyze, and validate portfolio, investment, spend plan, and performance data.
  • Support Strategic Planning, Budget Formulation, Spend Planning, and Investment Re-baseline activities.
  • Analyze investment performance, costs, schedules, risks, and other portfolio health indicators.
  • Support development and analysis of Earned Value Management (EVM) reports, including performance measurement, forecasting, and variance analysis.
  • Assist with Analysis of Alternatives (AoA), investment charters, operational analyses, risk management plans, and technical studies.
  • Support Acquisition Approval Request (AAR) activities, including spend plan analysis, preparation of AAR documentation, and tracking of submissions.
  • Assist with preparation of AAR Cover Memos and AAR shells in AgMAX 2.0, where applicable.
  • Develop corrective action plans and coordinate with stakeholders to address business case and portfolio review findings.
  • Support gate review preparation, investment reviews, and other CPIC governance activities.
  • Collaborate with IT, business, financial, acquisition, and program stakeholders to gather information and develop required work products.
  • Communicate with stakeholders at all levels to identify requirements, resolve issues, and support timely completion of CPIC deliverables.
  • Ensure Capital Planning work products are accurate, complete, and aligned with applicable federal policies and governance requirements.
  • Prepare clear and professional business, technical, and executive-level documentation and presentations.
  • Support portfolio data calls and other ad hoc Capital Planning and investment management requirements.

Required Qualifications

  • 2+ years of experience supporting federal IT Capital Planning, CPIC, portfolio management, or related management analysis activities.
  • Experience developing or supporting IT investment business cases and CPIC-related artifacts.
  • Working knowledge of OMB Circular A-11 and federal IT Capital Planning processes.
  • Experience analyzing investment, budget, spend plan, or portfolio data.
  • Knowledge of Earned Value Management (EVM) concepts, including performance measurement, forecasting, and variance analysis.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent written and verbal communication skills, including business and technical writing.
  • Ability to work with both technical and business stakeholders and communicate effectively with senior-level personnel.
  • Proficiency with Microsoft Office, particularly Excel and PowerPoint.

Preferred Qualifications

  • Experience supporting USDA or USDA OCIO Capital Planning activities.
  • Experience with AgMAX 2.0 and/or USDA Acquisition Approval Request (AAR) processes.
  • Experience with FBC business case structures and federal portfolio data calls.
  • Experience preparing Analysis of Alternatives, investment charters, operational analyses, risk management plans, and technical studies.
  • Experience developing corrective action plans in response to federal IT portfolio or business case reviews.
  • Familiarity with federal IT governance, investment lifecycle management, and portfolio health reporting.

Education

  • Bachelor's degree in Business Administration, Management, Information Technology, Finance, or a related field preferred.
  • Equivalent combination of education and relevant professional experience may be considered.
