This specific Statement of Work is for an individual that demonstrates an expert knowledge in Business Analyst practices. Under limited supervision, contractor will identify business requirements, problems/issues and make recommendations using Adobe Enterprise Management (AEM) and OnBase to automate HR related processes and to move to a paperless process. The individual should also demonstrate expert knowledge in an enterprise software such as SAP (e.g. with emphasis on SC Enterprise Implementation System (SCEIS)).
Individual will also work with the five areas of TBS in special projects using our integrated tax system, SharePoint and the Microsoft Office Suite. Again, the individual will perform a liaison function between the business side and the technical side. The Business Analyst must be able to function easily on every level of the agency.
We will look to this individual to document recommendations on improvements, including expected benefits and savings. This individual will need to work with various application and agency teams to understand data requirements for each area of the organization. Design documentation will need to be produced documenting support procedures, guidelines and checklists.

At a minimum, Suppliers will run:
• Nationwide criminal history check, which must include Federal, State, and County records for the states (or countries if applicable) where the Supplier’s employee has resided in the past seven years

• E-Verify in compliance with FAR E-Verify clause FAR 52.222-54, Employment Verification. As proof of enrollment, Supplier will provide UGU a copy of its “Maintain Company” page from E-Verify.
All hired contractors will have their South Carolina tax history checked. Contractors must be current on filings and payments.
Daily Duties / Responsibilities:
- Works closely with Deputy Director and Division Administrators on one-time requests for data and other information with time sensitivity, various administrative tasks and providing advice as relevant to daily activities with the Taxpayer and Business Services Division.
- Works closely with Security and Technology Services staff and Human Resources.
- Analyzes and evaluates existing policies, programs, plans, systems, operations, procedures, and documents to develop improvements in efficiency, effectiveness, and productivity.
- Develop test scenarios and execute for correctness.
- Effectively interact and communicate with peer to Director-level professionals.
- Provide feedback to team regarding business requirements, enhancements and new features.
- Ability to ask pertinent questions of others.
- Proactively seek to identify, communicate and implement process related improvements.
- Effectively manage multiple tasks and activities concurrently and able to provide periodic status updates to key stakeholders

Required Skills:
- 6+ years of experience with SAP SCEIS functions and processes.
- 6+ years of experience as a Business Analyst
- 6+ years of experience with MS Excel
- 6+ years of experience with SharePoint
- 6+ years of experience with process improvements and establishing tracking and performance metrics
Preferred Skills:
- Experience with COTS Programs
This individual will operate with limited supervision, within standards and processes established for the SCDOR Taxpayer and Business Services Division. SCDOR systems include extremely sensitive and confidential information; position requires complete discretion and trustworthiness, as well as knowledge of federal requirements for handling of confidential data. The individual must be customer-oriented, and attentive to the needs of internal and external stakeholders of Taxpayer and Business Services sections.
