Job Description:
  • 10 years of experience in the field or in a related area.
  • Familiar with standard concepts, practices, and procedures within a particular field.
  • Relies on limited experience and judgment to plan and accomplish goals.
  • A certain degree of creativity and latitude is required.
  • Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system: Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.
  • Assists in development of project documentation based on client requirements. Assists in the development of application on-line help. Conducts requirements gathering with non-technical Subject Matter Experts to understand business process needs and program requirements to create Use Cases, flow charts, acceptance criteria and other documentation needed for system enhancements. Analyzes new and existing business processes to determine how modifications and changes will impact the system. Will serve as a technical expert responsible for working with non-technical and technical stakeholders to ensure clear and effective communication is maintained throughout the Software Development Life Cycle. (30%)
  • Ensures that design complies with clients' standards (5%)
  • Performs necessary testing of assigned programs, including the generation of test data, writing test scripts/execution sequences, examining test results, debugging detected errors, etc. Uses current software development methods/techniques and established development standards (which include testing standards) to ensure the quality and maintainability of applications. (25%)
  • Provide status reports on enhancement activities and resolution of issues impacting system. Notify immediate manager and technical lead of critical issues impacting the system s ability to deliver services as designed. Attends regular status meetings to update team members such as developers, business analysts, database administrators and project managers on progress of assigned work. Regularly updates assignments through the use of a ticketing system allowing for the sharing of information with project team members. Provides information to non-technical and technical staff via email, telephone and formal presentations covering such topics as system functionality, data collection processes and other technical issues as needed. Audiences for these communications would be both internal business groups and external entities to the agency including governmental organizations as well as contract service providers. (25%)
  • Facilitate information sharing to ensure knowledge transfer and the elimination of single points of failure for an information system. This will be done through one-on-one discussions, group sessions to review system documentation, preparation of documentation illustrating system architecture, workflows and dependencies for project deliverables. Update immediate supervisor, other management team members and system stakeholders as needed regarding recommended implementation strategies and solutions. (15%)
Must have:
  • 5+ years of experience in Medicaid Claims Processing, including analysis, validation, and support of claims-related business processes.
  • 5+ years of experience analyzing business objectives and complex problems, identifying alternative solutions, and recommending process improvements.
  • 5+ years of experience reviewing, analyzing, and evaluating user requirements, operational procedures, and business workflows to automate processes and enhance existing systems.
  • 5+ years of experience documenting detailed business and functional requirements, including user needs, program functionality, and development/modification specifications.
  • 5+ years of experience performing cost-benefit analysis, feasibility studies, and evaluating system alternatives to support business decision-making.
  • 5+ years of experience analyzing and documenting input/output requirements, data collection methods, reporting formats, and information flow processes.
  • 5+ years of experience utilizing Azure DevOps, including backlog management, user stories, requirements tracking, and wireframe generation.
  • 5+ years of demonstrated analytical and problem-solving skills, with the ability to evaluate complex business and technical challenges.
  • 5+ years of experience producing clear and effective written documentation and delivering professional verbal communications to stakeholders and project teams.
  • 5+ years of experience collaborating with cross-functional teams, facilitating stakeholder discussions, motivating team members, and driving project deliverables.
  • 5+ years of knowledge of Information Technology industry trends, emerging technologies, and market directions, with the ability to align technology solutions to organizational goals.
  • 5+ years of experience applying architectural concepts, principles, and tools related to applications, infrastructure, information management, and organizational frameworks.
  • 5+ years of experience evaluating and adopting emerging technologies, assessing their impact on business operations and enterprise systems.
  • 5+ years of experience implementing data integrity, security, governance, and technology best practices, ensuring compliance with organizational standards and procedures.
  • 5+ years of experience supporting solution delivery using Agile and Scrum methodologies, including sprint planning, backlog refinement, and stakeholder engagement.
  • 2+ years of experience working with Texas DIR Project Delivery Framework (PDF), including project documentation standards, governance requirements, and template utilization. (Preferred)
  • 2+ years of familiarity with enterprise information architecture and information management methodologies, supporting data governance and organizational objectives. (Preferred)
  • 2+ years of familiarity with software architecture, technology platforms, and infrastructure components, including understanding of existing and future-state technology environments. (Preferred)
