Job Title: Business Intelligence Analyst Specialist
Location: Austin, TX (Onsite)
Duration: 12+ Months with extension possible
Experience Level: Specialist (10+ Years)
 
Position Overview
This specialist-level role serves as a technical lead and strategic liaison between IT teams and non-technical business stakeholders. The selected candidate will leverage extensive business intelligence, data warehousing, analytics, reporting, and AI-assisted data querying expertise to support agency reporting, operational decision-making, and data-driven initiatives. The role requires strong communication skills, advanced SQL expertise, and the ability to translate complex business requirements into actionable analytics solutions.
Key Responsibilities
Business Analysis & Stakeholder Engagement
  • Gather business requirements and translate operational needs into technical specifications and analytics solutions.
  • Serve as the primary liaison between technical teams and business stakeholders across HHS departments and agencies.
  • Act as the primary point of contact for program staff requiring federal, state, and internal reporting support.
  • Communicate technical findings, data limitations, and reporting outcomes in clear, non-technical language.
Project Leadership & Agile Delivery
  • Lead technical project planning activities, including hybrid Agile sprint cycles, epics, user stories, and Waterfall project documentation.
  • Participate as a technical lead and key contributor within Agile development teams.
  • Develop and maintain project artifacts, documentation, and delivery plans.
Business Intelligence, Analytics & Reporting
  • Extract, integrate, and analyze data from multiple internal and external data sources.
  • Design, develop, validate, and support reports, dashboards, and data visualizations.
  • Collaborate with business users, performance analysts, and IT leadership to ensure reporting accuracy and effectiveness.
  • Support agency reporting requirements through advanced data analysis and business intelligence solutions.
AI-Assisted Data Analysis & Prompt Engineering
  • Develop and refine AI prompts and query strategies for complex analytics and reporting use cases.
  • Guide non-technical users in creating effective AI prompts to retrieve accurate and reliable data.
  • Build and maintain standardized prompt libraries and reusable query templates.
  • Validate AI-generated outputs and identify potential inaccuracies, including hallucinations.
Data Governance & Quality
  • Ensure compliance with agency data governance policies, reporting standards, and regulatory requirements.
  • Promote data quality best practices and support continuous improvement initiatives.
  • Partner with data engineering and IT teams to resolve data inconsistencies and reporting challenges.
Training & Data Literacy
  • Develop and deliver training programs to improve organizational data literacy.
  • Create documentation, tutorials, and user guides for AI-enabled reporting and data access tools.
  • Mentor and support staff with varying levels of technical and analytical expertise.
  • Promote adoption of data-driven decision-making practices across the organization.
Required Qualifications
  • 10+ years of experience gathering business requirements and translating complex data requests into actionable analytics solutions.
  • 10+ years of experience explaining technical concepts, findings, and data limitations to non-technical stakeholders.
  • 10+ years of experience in complex data analysis, senior business analysis, systems analysis, or data liaison roles.
  • 10+ years of hands-on experience using SQL for data extraction, analysis, and data manipulation.
  • 10+ years of experience developing and validating reports, dashboards, and data visualizations in collaboration with business and IT stakeholders.
  • 10+ years of experience demonstrating strong communication, presentation, and interpersonal skills.
  • 10+ years of experience with business intelligence and data visualization platforms such as Power BI and/or Tableau.
Preferred Qualifications
  • 5+ years of experience leading technical projects using hybrid Agile and Waterfall methodologies.
  • 5+ years of Business Intelligence and Data Warehouse (BI/DW) experience.
  • 5+ years of experience supporting federal, state, and internal reporting requirements.
  • 5+ years of experience working within Health and Human Services or other highly regulated environments.
  • 5+ years of experience with data governance, data quality, and reporting compliance principles.
  • 2+ years of experience developing and delivering data literacy and analytics training programs.
  • 2+ years of experience mentoring and training users with varying levels of data literacy.
  • 1+ year of experience creating AI prompt catalogs using tools such as Streamlit and Python.
  • 1+ year of experience implementing responsible AI practices and ensuring compliance with organizational standards.
