Essential Functions

  • Under administrative direction, serves as an Application Architecture & Platform Engineering Lead for the Department of Innovations & Technology (DoIT) supporting the Illinois State Police (ISP) performing complex professional and advisory functions in Software Architecture & Development Standards.
  • Provides DevOps and Azure Platform support by managing Azure DevOps pipelines and repositories and using elevated access to configure and maintain key Azure resources such as App Services, Domain Name System (DNS), managed identities, and databases.
  • Provides architectural guidance and technology recommendations by researching emerging solutions and collaborating with stakeholders to align technical approaches with business needs.
  • Serves as team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.

Specialized Skills

  • Requires three (3) years professional experience architecting, developing and supporting complex applications using .NET, modern object-oriented practices, and contemporary architectural patterns to deliver scalable and maintainable solutions.
  • Requires three (3) years professional experience working with both backend and frontend development, including secure API design and integration, data access frameworks, and modern UI technologies.
  • Requires three (3) years professional experience designing, optimizing, and administering relational and integrated data solutions to ensure performance, reliability, and alignment with architectural standards.
  • Requires three (3) years professional experience implementing and supporting cloud-based application architectures, including Azure services, DevOps pipelines, and cloud-native data capabilities to enable efficient development and deployment practices.

Preferred Qualifications (In Order of Significance)

  • Three (3) years professional experience architecting, developing and supporting complex applications using .NET, modern object-oriented practices, and contemporary architectural patterns to deliver scalable and maintainable solutions.
  • Three (3) years professional experience working with both backend and frontend development, including secure API design and integration, data access frameworks, and modern UI technologies.
  • Three (3) years professional experience designing, optimizing, and administering relational and integrated data solutions to ensure performance, reliability, and alignment with architectural standards.
  • Three (3) years professional experience implementing and supporting cloud-based application architectures, including Azure services, DevOps pipelines, and cloud-native data capabilities to enable efficient development and deployment practices.
  • Three (3) years professional experience serving in a technical lead or lead developer role, providing architectural guidance, coordinating complex technical tasks, conducting code reviews, and supporting the professional development of team members.
  • Three (3) years professional experience defining and enforcing coding standards, naming conventions, logging practices, testing protocols, and architectural patterns to ensure consistent, high-quality software delivery.
  • Three (3) years professional experience implementing and overseeing automated testing frameworks-unit, integration, and end-to-end-to support code quality and strengthen continuous integration processes.
  • Extensive knowledge configuring and maintaining Azure platform resources using elevated access, including App Services, DNS, managed identities, storage, and databases.
  • Ability to analyze and resolve complex system issues through structured debugging, root cause analysis, and development of practical, scalable solutions.
  • Ability to communicate technical concepts, interpret and document policies and procedures, gather requirements, collaborate with stakeholders, and foster productive cross-functional relationships.
