Responsibilities
The Manager, Customer Relations, Job #7800 (working title: Functional Implementation Manager) will assist in managing changes during the PALM implementation. The Contractor, through the Contractor Representative it provides, shall perform the following tasks as necessary to complete work for the Change Champion Network (CCN) as assigned by the Department’s Contract Manager:
a. Manager, Customer Relations, Job #7800 Task List. The Contractor’s Representative shall perform the following tasks, as necessary, to complete work assigned by the Department’s Contract Manager:
1. The Contractor’s Representative shall serve in a leadership capacity throughout the contract. The Contractor’s Representative shall collaborate across division/offices to provide functional
implementation guidance.
2. The Contractor’s Representative will serve as an Implementation expert and support the implementation of the Project.
3. The Contractor’s Representative shall collaborate and assist the Organizational Change Management (OCM) Liaison, User Acceptance Testing (UAT) Coordinator(s), Training Liaisons, and other CCN members, with implementation, cutover, Hypercare, post implementation support, planning, and execution activities.
4. The Contractor’s Representative will collaborate with the CCN and division/offices to develop, maintain, and identify all people and processes impacted by the Project. The Contractor’s Representative will help with identifying cutover dependencies, implementation best practices, and working with the CCN on confirming stakeholder expectations and impacts on the Project. The Contractor’s Representative will also assist the CCN with readiness validation, UAT completions and defect resolutions, data readiness, and developing appropriate management strategies for effectively engaging stakeholders in project decisions and execution for a successful implementation.
5. The Contractor’s Representative shall participate in the recurring reviews of Implementation, cutover, and post go-live tasks in the DFS Project Schedule.
6. The Contractor’s Representative will develop and administer a Go-Live Implementation, cutover, and post implementation strategies/plan(s).
7. The Contractor’s Representative will work with the CCN team and division/office stakeholders to track the completion of the functional business processes
8. The Contractor’s Representative will review, identify, create, collaborate, and prepare detailed cutover schedules and checklists by task ownership, data migration and final reconciliation
activities, system configuration and change control, and business continuity and contingency planning.
9. The Contractor’s Representative will identify, review, create and collaborate on Readiness assessment, cutover planning, training and workforce readiness, organizational change, communications technical and operational readiness, risk/issue management, and Hypercare and Post -Go-Live Support (post implementation support period).
10. Other Project support includes:
a. Review and refine materials created by the CCN Team to ensure materials and messaging maintain consistency throughout document templates.
b. Coordinate with the CCN to develop new templates and update existing templates for Department Project use.
c. Facilitate meetings to promote teamwork and collaboration and provide training as needed.
d. Support Go-live Implementation by tracking risks and issues, mitigating severity, and determining when escalation to the CCN Team is needed
e. Support go-live, Hypercare, and post communication activities.
f. Identify and create various reporting and metrics that track readiness using dashboards, and other reporting needs.
g. Research, collect, evaluate, and refine data and/or tools necessary to meet project reporting and evaluation requirements.
h. Provide transition services to include facilitating meetings and creating a lessons learned document related to this Go-Live Implementation, cutover, and post Implementation Support Services.
Qualification Requirements for the Resource(s) listed below. The Department anticipates hiring one or more Resources that meet these requirements.
Bachelor’s Degree in Computer Science, Information Systems, Business Administration, Marketing, or other related field, or equivalent work experience.
Minimum of 13-15+ years of IT experience,
3-5+ years of experience coordinating and planning complex business process testing and implementation activities for a large ERP implementation.
Experience managing teams and projects; establishing, managing and maintaining strategic relationships with external customers in one or more business segments.
Experience working on multiple, complex projects as an implementation manager.
Experience as liaison between enterprise and endusers, outside vendors, contractors, and consultants for implementation activities.
Experience investigating and resolving customer relationship problems.
Experience managing and mentoring supervisors, project leads and/or technical staff.
Experience interacting with functional groups within the IT organization to communicate and clarify customer requirements.
Experience working under general direction of senior level management.
Experience in the use of Microsoft Office suite, SharePoint, Smartsheet, and Visio.
Must be able to work with a wide variety of customers to ensure implementation objectives are met accurately and on-time.
Must have strong organizational skills.
Track record of taking responsibility of end-to-end execution of tasks/assignments.
Ability to create/harness harmony amongst team members.

Preferred Qualifications
Experience working with the State or with other governments similar in size in terms of annual budget and full-time equivalent (FTE) employee count.
Experience implementing PeopleSoft in local and/or state government.
Experience using PeopleSoft Financials, Human Capital Management (HCM), and associated Business Intelligence Reporting Solutions.
Knowledge and/or experience with the Florida Accounting Information Resource (FLAIR) subsystem.
Knowledge of Florida PALM project.
Knowledge of Finance and Accounting.
Required Training.
The Resource provided by the Contractor must successfully complete the Department’s Security Awareness Training, Ethics Training and Florida PALM Project – Florida PALM Orientation, within thirty (30) days of the Resource’s start date. (Note: for purposes of the Project Management Plan, the Contractor serves as a State of Florida resource).
Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
