MEANINGFUL WORK AND PERSONAL IMPACT

As a Technical Infrastructure Operations Lead, you will play a crucial role in providing senior-level technical oversite for enterprise IT infrastructure operations, in support of federal agency mission requirements. This individual is responsible for managing the planning, execution, and sustainment of IT operations and infrastructure services, ensuring continuity, compliance, performance, and alignment with agency goals.

The Technical Infrastructure Operations Lead shall perform the following tasks, including but not limited to:
  • Serve as the primary point of accountability for infrastructure operations and technical initiatives across on-premises, cloud, and hybrid environments.
  • Oversee operations of data centers, servers, storage systems, backup/recovery, directory services, and endpoint infrastructure.
  • Manage cross-functional teams comprising of GDIT employees, contractors, and third-party vendors.
  • Develop and maintain operational and program plans, project schedules, and performance reports aligned with ITIL and project management best practices.
  • Ensure infrastructure services are delivered in accordance with defined SLAs, KPIs, and operational readiness standards.
  • Lead incident, problem, and change management processes to support continuity of mission-critical operations.
  • Coordinate modernization efforts, including migration to cloud infrastructure (e.g., IaaS, PaaS) and adoption of automation technologies.
  • Manage operational risk, including compliance with cybersecurity requirements, contingency planning, and disaster recovery exercises.
  • Collaborate with acquisition teams to define infrastructure requirements, develop technical documentation, including defining requirements and participating in vendor evaluations.
  • Provide executive-level briefings and updates to federal leadership, communicating operational health and strategic alignment.
  • Ensure compliance with federal regulations, policies, and security standards related to network operations (e.g., FISMA, TIC 3.0, Zero Trust).

WHAT YOU'LL NEED TO SUCCEED

Bring your technology expertise and drive for innovation to GDIT. The Infrastructure Sr Manager must have:

Education:
  • Bachelor's degree in Information Technology, Computer Science, Engineering, or a related technical field is required. (Master's degree is preferred in a relevant field and may substitute for 3 years of required experience.)

Required Certifications:
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI) or a project management degree from an accredited university.
  • ITIL v4 Foundations Certification

Desired Certifications:
  • AWS Certified SysOps Administrator - Associate or Microsoft Certified: Azure Administrator Associate
  • CompTIA Server+ or Security+

Experience:
  • Minimum of 10 years of progressively responsible experience overseeing all technical aspects of enterprise-scale IT infrastructure operations or projects.
  • Over 10 years of Enterprise IT or technology-related experience, including 5 years on large government or commercial contracts.
  • At least 5 years of team leadership in enterprise O&M for the federal government.5+ years as a Program Manager overseeing multiple projects simultaneously in organizations with over 11,000 end-users across 600+ sites
  • At least 5 years of experience directly supporting federal agency operations or contracts.
  • Demonstrated experience managing infrastructure services such as data center operations, server/storage virtualization, directory services (e.g., Active Directory), enterprise backup systems, patching, and endpoint lifecycle management.
  • Proven experience leading IT operations under service frameworks such as ITIL, with measurable performance improvements.
  • Experience overseeing the implementation or operations of hybrid infrastructure environments (on-premises + cloud).
  • Direct experience supporting performance-based service delivery under federal contracts, including management of SLAs, KPIs, and quality assurance processes.
  • Experience managing technical staff, subcontractors, and multiple task orders under complex federal contracts.
  • In-depth knowledge of federal cybersecurity and compliance requirements including NIST SP 800-53, TIC 3.0, Zero Trust Architecture, FISMA, and FedRAMP.
  • Proven experience and expertise in organizing and managing IT O&M for large federal organizations.
  • Proven leadership of large teams (50+ members).

Required Knowledge, Skills, and Abilities:
  • Strong leadership, communication, and decision-making skills, with the ability to interface with senior federal leadership and manage large multidisciplinary teams in complex environments.
  • Deep understanding of enterprise IT operations, including infrastructure monitoring, incident management, and capacity planning.
  • Familiarity with DevSecOps/Infrastructure as Code (IaC) concepts, and automation tools such as Ansible, Terraform, or SCCM.
  • Ability to manage budgets, resources, schedules, and risks in alignment with program objectives.
  • Excellent organizational and problem-solving skills, with a focus on mission delivery and continuous service improvement.
  • Proficiency in generating executive-level reports and operational dashboards to communicate performance, risk, and planning.
  • Ability to analyze technical problems, develop solutions, and manage implementation plans across multi-stakeholder environments.
  • Skilled in performance monitoring, root cause analysis, and continuous service improvement strategies.
  • Understanding of IT service management frameworks (e.g., ITIL) and project management methodologies (e.g., Agile, PMBOK).
  • Knowledge of federal IT environments and compliance requirements, including cybersecurity, privacy, and continuity regulations.
  • Strong oral and written communication skills, attention to detail, problem-solving, and exceptional customer service.
  • Skilled in managing multiple projects and complex IT activities to align with organizational goals.
  • Proficient in Waterfall and Agile methodologies; experienced in agile project implementation and team management in a federal environment.
  • Adaptable to changing priorities and able to prioritize workload based on customer needs.
  • Skilled in managing contract IT support teams with diverse skills.
  • Experienced in senior-level client interface across multiple organizations.
  • Collaboration experience with customer and contractor personnel on task plans and deliverables.
  • Proficient in formulating and overseeing project management plans and documents and supporting federal managers in project coordination.
  • Proficient in project management tools and methodologies (e.g., MS Project, Jira, Agile/Scrum, EVM).

ADDITIONAL INFORMATION:

Security clearance level: The selected applicant will be subject to a government security investigation and must meet requirements to pass a NACI/MBI investigation.

Timeline Statement: This is a contingent position expected to begin after 1 November 2026.

Location: Washington, DC . Travel outside the area up to 20% of the time.

The likely salary range for this position is $128,039 - $173,229. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
