Technical Program Manager (TPM)
Location: Onsite – Pleasanton, CA | New York, NY | Dallas, TX
Duration: 12-Month W2 Contract (Strong possibility of extension)
Pay Rate: $65–$77/hour (depending on experience)

Russell Tobin is supporting a leading global retail technology organization in hiring a Technical Program Manager (TPM) to lead complex technical programs across infrastructure, data, and messaging platforms. This role will focus heavily on program planning, budget forecasting, and cross-team coordination in a large-scale agile technology environment.
The ideal candidate has a strong background in technical program management combined with hands-on exposure to database systems, infrastructure environments, and distributed messaging technologies. Candidates who began their careers in software engineering, database administration, or technical infrastructure roles and transitioned into program management are highly encouraged to apply.
Key Responsibilities
- Lead multiple technical programs from planning through execution while ensuring alignment with business and technology objectives
- Drive annual budget planning and program forecasting, including allocation of funding across multiple projects
- Work with leadership to align program roadmaps with quarterly planning cycles and organizational priorities
- Partner closely with engineering leadership to coordinate delivery across cross-functional teams
- Manage 3–5 concurrent technical projects within a larger program portfolio
- Develop and maintain program plans including scope, milestones, dependencies, and resource allocation
- Track program performance and provide status reporting to leadership and stakeholders
- Identify, assess, and mitigate program risks, dependencies, and delivery impediments
- Facilitate collaboration across engineering, infrastructure, and data teams
- Support continuous improvement of program management processes and agile delivery practices
Planning and Program Management Tools
- Clarity PPM – used for budget forecasting and program financial planning
- Excel – used for data preparation and financial analysis prior to forecasting
- Smartsheet – used for program scheduling and planning
- JIRA – used for program execution and delivery tracking
- Experience building JIRA dashboards and reports is required
Technical Environment
The TPM will support programs involving data infrastructure and messaging systems. While deep engineering expertise is not required, candidates should understand the technical concepts behind these systems.
Relevant technical exposure may include:
- Distributed messaging systems such as Kafka
- Database environments and data platforms
- Cloud and on-premise infrastructure
- Data integration and platform architecture
Required Qualifications
- 6–10 years of experience in Technical Program Management or Technical Project Management
- Proven track record delivering large-scale technical programs across multiple teams
- Strong experience managing program planning, budgeting, and project forecasting
- Experience coordinating cross-functional teams including engineering, data, and infrastructure groups
- Strong knowledge of Agile or SAFe program delivery environments
- Proficiency with JIRA and program management dashboards
- Experience with program forecasting tools such as Clarity PPM or similar platforms
- Strong analytical skills with the ability to translate financial and operational data into program planning decisions
- Excellent communication and stakeholder management skills
Preferred Qualifications
- Background in software engineering, database administration, or infrastructure engineering prior to moving into program management
- Experience with distributed systems or messaging platforms such as Kafka
- Experience managing programs involving data platforms or infrastructure systems
- PMP or Agile certification (preferred but not required)
