Data Analyst (Management Analyst 4)! The goal of this position is to coordinate and conduct research, program evaluation, and data analytics for the Department, and to inform research partners, internal and external stakeholders, and other public policymakers on DOC efforts that enhance public safety.
The Data Analyst develops recurring and ad hoc reports to provide timely and accurate data to Health Services Division leadership and operational staff to support decision making. You will also support the Health Services Division by providing analyses and recommendations for management solutions, reports, and presentations on divisional, agency and/or routine issues that have significant impacts to the entire Department.
The candidate of choice will produce complex reports and data analyses that monitor and evaluate Health Services performance measures. The position identifies problems, analyzes operating difficulties, and provides professional technical analytical advice and consultation to executive management and operational/business on data-related issues.

As a
Management Analyst 4, some of your duties will include:
- Responding to ad hoc and recurring requests from internal and external stakeholders in a responsive, accurate, and timely manner including:
- Independently develop, prepare analyses, and recommend data and business rules that support data needs, summaries, and reports
- Identify data requirements of the request
- Identify appropriate data source(s)
- Identify appropriate platform for presentation (i.e. Excel, SQL Server Reporting Services, Power BI, etc.)
- Leading and participating in the development and implementation of process improvement activities statewide to support quality assurance stemming from legislative directive, Office of the Correctional Ombuds Office, or internal DOC best practices which could look like:
- Practicing and applying continuous improvement methods and thinking to enhance quality assurance, to include researching to support evidence based best practices and setting up dashboards to allow Health Services to benchmark against entities.
- Identifying data and develop data tracking systems
- Working with the business to achieve long term data collection
- Analyzing and reporting on data, provide process improvement recommendations to management
- Developing and refining procedures for successful implementation
- Contributing to problem solving efforts as identified and prioritized by agency leadership
- Serving as a consultant in ongoing efforts to optimize the agency's ability, along with Health Services ability to assess policies and practices
- Collaborating with the Chief Quality Officer, Health Services Project Manager, and other clinical leadership to develop policies and procedures. Partner with the Health Services Project Manager and Chief Quality Officer, along with other clinical leadership, to lead process improvements.
- Producing complex reports and data analyses that sustain Results DOC, Your Washington, Coordinated Quality Improvement Plan (CQIP), National Commission on Correctional Health Care (NCCHC), and other local and statewide quality performance measures as identified and prioritized by agency leadership.

QualificationsWhat we need (required qualifications):- Bachelor's degree in public administration, health care, sociology, criminal justice, social work, social sciences, Statistics/Analytics, or a relevant field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation.
AND- Four (4) or more years managing complex datasets and responding to research and/or policy-related inquiries
OR- Associate's degree in a related field
AND- Six (6) or more years managing complex datasets and responding to research and/or policy-related inquiries.
OR- At least four (8) years of experience in managing complex datasets and responding to research and/or policy-related inquiries.

Telework DetailsThis position may be allocated for telework. If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.
