Position Description:
We are seeking an experienced Human Services Subject Matter Expert (SME) to bridge the gap between policy mandates and technical execution. In this role, you will leverage your deep operational and policy knowledge of federal and state benefit programs—specifically SNAP, TANF, WIC, and EBT system integrations—to guide project strategy, define functional requirements, and ensure our software solutions comply with USDA-FNS and HHS regulations.
Key Responsibilities
- Policy & Compliance Strategy: Interpret state and federal policies (USDA-FNS, HHS) and translate complex statutory requirements into actionable business and system logic.
- System Design & Requirements: Collaborate with technology teams to define functional specifications, business rules, and workflow designs for health and human services modernizations.
- Client & Stakeholder Advisory: Serve as the trusted policy advisor for government stakeholders, state agencies, and internal development teams.
- User Acceptance Testing (UAT): Oversee business-logic testing scenarios to validate that application eligibility, benefit calculations, and EBT issuance function accurately according to policy.
- Proposal Support (RFP): Provide expert insight, policy context, and domain credibility during the response process for state and federal government procurements.
Qualifications & Experience
- Domain Expertise: Minimum 5+ years of direct experience with SNAP, TANF, WIC, and EBT system workflows, eligibility policy, or vendor management.
- Government Contracting Experience: Proven track record working with or for government contractors supporting State Health and Human Services (HHS) agencies.
- Technical Literacy: Ability to communicate complex policy concepts to software engineers, product managers, and UI/UX designers.
- EBT Integration: Deep understanding of state EBT vendor ecosystems (e.g., FIS, Conduent), card issuance, and FNS security/settlement standards.
- Education: Bachelor’s degree in Public Policy, Social Work, Business Administration, Computer Science, or a related field (or equivalent hands-on state agency experience).
