SUMMARY
The Human Resources Manager works independently and under the supervision of the owner(s) and the board and is responsible for designing and implementing a human resources plan in a manner that is consistent with the Agency’s vision and values.
This is a salaried position and as defined by the U.S. Department of Labor is categorized as an Administrative position. As such, this position is classified as exempt under the Wage and Hour Division of the Fair Labor Standards Act.
EDUCATION, EXPERIENCE, LICENSE, CERTIFICATION
Required
- Bachelor’s degree or
- Three years of applicable experience

ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plan, develop, organize, implement, direct, and evaluate the agency’s Human Resources function and performance.
- Partner with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention and succession planning.
- Provide support and guidance to management and other staff when complex, specialized and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
- Manage the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborate with departmental managers to understand skills and competencies required for openings.
- Analyze trends in compensation and benefits; research and propose competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
- Maintain compliance with federal, state, and local employment laws and regulations, and recommended best practices; review policies and practices to maintain compliance.
- Maintain knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
- Develop appropriate policies and programs for effective employee management.
- Oversee the development and maintenance of all agency job descriptions; ensure they are updated to include all relevant and essential duties and responsibilities.
- Coordinate the activities, programs and strategic HR plans throughout the agency.
- Oversee the maintenance of personnel files in accordance with state and federal laws and accrediting and certifying bodies’ standards.
- In coordination with the compliance department, oversee the implementation of the new employee processes, including training programs and new hire orientation.
- Develop and implement agency-wide employee recognition programs.
- Process payroll per the schedule in effect through the designated HRIS.
- Submit payment for approved invoices through the appropriate software, web based program.
- Ensure human resources procedures related to supervision, evaluation and training are fully implemented in accordance with accreditation standards.
- Assist staff members with HR needs (questions, benefits, etc.).
- Conduct exit interviews.
- Ensure that performance evaluations are completed annually; review documents for completeness.
- In coordination with management and supervisors, handle employee conflict and complaints. Guides and supports the narrative to a resolution.

- Communication of company memos from leadership
- Guide and record employee coaching and development

- Must be able to lift to 15 pounds at a time.
- Ability to perform job responsibilities in facilities or community-based residences and buildings with multiple levels and without elevator or mechanical support.
