Role: Senior PeopleSoft HCM Functional Consultant CAPPS HR/Payroll (State of Texas)

Location: Remote

Required Skills & Experience

  • 15 years of knowledge and understanding of State of Texas policies.
  • 15 years of knowledge of federal labor laws and regulations.
  • 15 years of technical expertise with PeopleSoft Application Designer, Integration Broker, SQL, SQR, BI Publisher, SAP Business Objects, and related technologies.
  • 12 years of experience performing PeopleSoft system configuration changes.
  • 12 years of knowledge of security best practices, NIST standards, and multi-tenancy requirements.
  • 10 years of Texas public sector experience supporting 30+ state agencies.
  • 10 years of experience supporting CAPPS HR/Payroll in PeopleSoft HCM 9.2.
  • 10 years of experience developing strategic roadmaps and leading cross-functional initiatives.
  • 10 years of experience with PUM, Change Assistant, Fluid UI, and Elasticsearch/Search Framework.
  • 10 years of functional project management experience supporting CAPPS.
  • 10 years of Tier-2 production support experience with Managed Services/Tier-3 vendors.
  • 10 years of experience handling Priority 1 and Priority 2 incidents and Major Incident Management (MIM).
  • 10 years of Disaster Recovery exercise experience.
  • 10 years of experience preparing executive-level presentations and supporting audits and open records requests.
  • 10 years of experience interpreting contractual language and managing vendor compliance.
  • 10 years of experience performing SQL activities to synchronize CAPPS and SPRS systems.
  • 8 years of experience preparing WCAG 2.1-compliant materials.
  • 3 years of experience with ITIL principles, ITSM, and ITAM.
  • Expertise in Oracle PeopleSoft HCM 9.2 CAPPS HR/Payroll, Workforce Administration, Position Management, HR Security, and row-level security.
  • Experience with Functional Design Documents (FDDs), table setup, AWE workflow configuration, PS Query, and SAP Business Objects.
  • Experience supporting ACA/1095-C reporting and IRS compliance.
  • Proficiency with Application Designer, Integration Broker (REST/SOAP), SQR, BI Publisher, SQL, data migration, and compare reports.
  • Experience with requirements gathering, UAT, regression testing, documentation, change management, and quality assurance.
  • Experience using ServiceNow and BOSSDesk for incident management.
  • Knowledge of legacy systems including SPRS and HRIS.
  • Experience supporting SOC-1 audits, Disaster Recovery, upgrade testing, and WCAG 2.1 accessibility standards.
  • Strong communication, troubleshooting, training, and stakeholder management skills.

Preferred Skills & Experience

  • 10 years of experience with production support activities for CPA legacy Statewide Financial Systems.
  • Experience with legacy State of Texas systems and their interdependencies.
  • Familiarity with CGI Advantage and related ancillary systems.
  • Experience presenting at CAPPS User Groups and Steering Committee meetings.
  • Experience mentoring junior analysts and providing agency training.
  • Experience supporting large-scale multi-agency ERP implementations and enhancements.
